About this opportunity
The Transit Authority of Lexington-Fayette Urban County Government (Lextran) is issuing a Request for Proposals (RFP) for comprehensive landscaping services at its headquarters property located at 200 West Loudon Avenue, Lexington, Kentucky. The scope of services includes weekly mowing, trimming, and edging of grass areas during the growing season; tree and shrub trimming and maintenance; weed removal and treatment in mulched and rock areas; spring and year-round mulch application and maintenance; seasonal fertilization of grass, trees, and shrubs; removal of all landscape debris; fence line maintenance; replacement of dead or dying vegetation; and monthly owner/supervisor site reviews. Additionally, the contractor must provide specialized maintenance of five bioswales on the property, including specific vegetation management for the Loudon Avenue-facing bioswale using environmentally friendly, pre-approved chemicals and fertilizers. Proposals must include detailed pricing broken down by each service deliverable, and contractors must demonstrate adequate insurance coverage (minimum $10,000,000 combined single limit for both Commercial General Liability and Business Automobile Liability), relevant experience with similar properties, three professional references, and compliance with all federal and state requirements. Evaluation will be conducted on a best value basis considering cost, demonstration of understanding of Lextran's needs, response times and communication procedures, and the firm's experience and qualifications. Key deadlines include a non-mandatory pre-proposal meeting on April 20, 2026, at 1:30 p.m. via Zoom; a facility tour on April 24, 2026, at 2:00 p.m.; the question submission deadline of May 1, 2026; proposal submission deadline of 2:00 p.m. Eastern Time on Wednesday, June 3, 2026; contractor award announcement on July 22, 2026; and an expected contract start date of November 21, 2026.
This is an open procurement with no specific set-aside designations; however, Lextran strongly encourages the use of certified Disadvantaged Business Enterprises (DBEs) where feasible and requires quarterly reporting of DBE participation. No specific incumbent vendor is identified in the procurement documents. The contract is not restricted to any particular type of organization and is available to all qualified vendors capable of performing the work. The contract term is two years with three optional one-year renewal periods, for a potential total contract duration of five years. Lextran is tax-exempt and will provide a Certificate of Exemption to the awarded contractor. Because Lextran is a recipient of Federal Transit Administration (FTA) funds, this procurement is subject to federal compliance requirements including civil rights provisions, Build America/Buy America standards, clean air and water requirements, debarment and suspension verification through SAM.GOV, and drug and alcohol testing standards. No specific budget range is provided in the available procurement documents, though payment terms are net 30 days after invoice receipt and acceptance of completed work, with the understanding that Lextran will not pay for work until it has been performed and accepted.
