About this file

This file is a Certification of Restrictions on Lobbying form, a federal compliance document required for entities bidding on or receiving federal funds through state and local contract opportunities. The certification applies to the Town of Berlin, Connecticut's solicitation for an Architectural/Engineering Firm to provide assessment, design documents, project estimates, permitting assistance, and construction administration services for the renovation of DDB Memorial Park. The project encompasses two phases: Phase 1 includes replacement of the pool house, conversion of swimming and wading pools to a community splash pad, and parking expansion; Phase 2 involves conversion of tennis courts to pickleball courts and installation of a new playscape. Both phases address utility, drainage, and accessibility improvements. The Town intends to proceed with design, cost estimating, and permitting for both phases concurrently, with construction anticipated to commence in late summer or early fall of 2026. The proposal submission requirements and selection process are governed by the RFP guidelines provided by the Town of Berlin.

The certification requires that the bidding entity confirm no federal appropriated funds have been or will be paid to influence any officer or employee of a federal agency, Member of Congress, or congressional employee in connection with the contract award. Should non-federal funds be used for lobbying purposes, the entity must complete and submit Standard Form-LLL, Disclosure Form to Report Lobbying. The certification mandate extends to all sub-awards and sub-recipients at all tiers of the contract structure. Failure to file the required certification subjects the responsible party to civil penalties ranging from $10,000 to $100,000 per violation. The form requires completion with the company name, address, contact information, authorized signature, and execution date prior to bid submission.
