About this opportunity

The San Joaquin Council of Governments (SJCOG) has issued a Request for Qualification (RFQ #2025-RFQ-009) for comprehensive landscaping services at their downtown Stockton property. The procurement seeks a qualified landscaping contractor to maintain a 19,500 sq ft parking area and surrounding landscape, with specific requirements including tree and shrub care, weeding, trimming, fertilization, and irrigation system maintenance. Evaluation criteria will focus on the contractor's direct experience (50 points), qualifications and specific experience (30 points), and client satisfaction (20 points). The contract is set to begin on July 1, 2025, with an initial three-year term and potential renewal for up to three additional years based on performance and funding availability. Responses are due by May 15, 2025, at 4:00 pm, with a contract award anticipated on June 26, 2025. The selected contractor must perform services outside of office hours, specifically on Mondays or Fridays when SJCOG staff work from home, and maintain the landscape to the highest quality standards using organic fertilizers and minimizing herbicide use.

The procurement includes a strong focus on Disadvantaged Business Enterprise (DBE) participation, with multiple attached forms detailing DBE commitment requirements, including Exhibits 10-O1, 10-O2, and 15-H, which outline good faith efforts and documentation for DBE involvement. While the specific DBE goal is listed as 0.00% for this contract, the documents emphasize encouragement of DBE and small business participation in federally funded projects. The contractor must provide comprehensive insurance, including general liability insurance of at least $1,000,000, automobile liability insurance, and professional liability insurance. Although no specific contract value is explicitly stated, the comprehensive nature of the services and the three-year contract term suggest a substantial ongoing commitment. The procurement documents indicate that the contractor will be responsible for maintaining the property's landscape, including the parking lot, shrubs, trees, and irrigation system, with a focus on high-quality, environmentally conscious maintenance practices.

The San Joaquin Council of Governments (SJCOG) owns the property at the corner of East Weber Avenue and North American Street in downtown Stockton. The property extends from Weber Avenue North to East Channel Street and from North American Street West approximately 1/2 the block to a fence line separating SJCOG and Bank of Agriculture and Commerce.

SJCOG's building sits on the Southern portion of the lot with the remainder, an asphalt paved 19,500 sq ft. parking area. The parking area is fenced with remote-controlled gate entrance on North American Street.

Shrubs ring the perimeter of the property. Within the parking area, there are trees and shrubs at the four corners and two islands with plantings. All planting areas are served by an automated irrigation system.

Update #1 ·

The City of Lakeland (the City) is seeking to pre-qualify contractors for each of the four categories of work, including pipelines, pump stations/treatment plants, CMAR, and other services. The Pre-Qualified contractors will compete for a series of work orders associated with the construction of infrastructure projects as they become available from the City or City's design consultant, or requested CMAR services, as deemed appropriate by the City.

These Contractors will then be asked to provide bids to the City for the construction of design packages, emergency work, misc. work, or CMAR services. The amount of work can vary based on the needs of the City, and the volume of work listed is by no means a guarantee of the amount of work that may become available. The lowest, most acceptable bidder will be selected by the City to perform the construction from among the successful prequalified contractors unless otherwise noted by the City. The total scope of work for the prequalified contractors to compete upon consists of various emergency and/or planned work on any of the City's infrastructure, and CMAR Services. Before any prequalified contractor is awarded more than one work package they will need to demonstrate to the satisfaction of the City that they have sufficient resources to fully satisfy the City's budget, schedule and quality requirements.
