About this opportunity

Orange County, Florida is requesting sealed bids for landscape maintenance services in the Taft Area Section I under IFB Y26-1007, with bids due November 5, 2026 at 4:00 pm ET via the OpenGov e-Procurement Platform, and a non-mandatory virtual pre-bid conference on October 12, 2026 at 10:00 am. A 30 percent Small Business Enterprise participation goal applies to certified Orange County SBEs.

The scope encompasses approximately 138 locations across 321.99 acres, including mowing on twelve-calendar-day cycles (up to twenty-six annually), edging, herbicide treatment, grass clipping and litter removal, brush control, fertilization, tree maintenance and replacement, and sodding. Work is performed Monday through Saturday, 7:00 am to 5:00 pm, excluding Sundays and official County holidays without pre-approval. The contractor must submit daily reports by 7:30 am detailing locations worked and areas completed, and designate a Contractor's Representative with twenty-four-hour emergency contact availability. Up to two fertilization cycles, two tree maintenance cycles, and six additional litter removal cycles per year are available through Delivery Orders. All replacement trees and plants carry a twelve-month guarantee from planting.

The contract term is five years with price adjustments based on the Consumer Price Index (CPI-U) after the first year; increases exceeding 4 percent require procurement manager authorization. Payment is unit-price based (per acre for mowing and additional litter removal, per square foot for planted beds and sodding, per tree for tree services). Liquidated damages are $200 per workday for missed cycle deadlines, uncorrected deficiencies within two calendar days of notification, or deviations from the approved work plan. Re-inspection fees of $80 apply for inspections beyond the first re-inspection.

Required insurance includes Commercial General Liability ($1 million per occurrence), Commercial Auto Liability ($1 million per accident), Workers' Compensation with statutory limits and $500,000 Employers' Liability, and Pesticide/Herbicide Application Liability ($1 million per occurrence). Award is made on lowest responsive and responsible bidder basis, all-or-none, with all line items requiring pricing to avoid non-responsiveness. Questions are due October 14, 2026 at 5:00 pm ET. Good Faith Effort submission deadline is October 26, 2026 at 4:00 pm ET. The contract is subject to availability of appropriated funds and Florida Statute 218 payment terms.
