About this opportunity
The Town of Manchester, located in Hartford County, Connecticut, is soliciting proposals for a comprehensive landfill air compliance and gas system consulting engagement through RFP #23/24-108. The procurement seeks qualified environmental engineering consultants to provide air-related design, permitting, inspection, monitoring, reporting, and compliance services for the Manchester Sanitary Landfill, with a primary focus on operating and maintaining the existing landfill gas (LFG) collection and control system for odor control. Key deliverables include routine regulatory compliance tasks such as air monitoring, emissions estimates, wellfield tuning, LFG well extensions, reporting, and system optimization. The contract period spans from October 1, 2024, to June 30, 2026, with potential extensions for three additional one-year periods. A mandatory pre-bid meeting is scheduled for June 7, 2024, at 10:30 am, with proposal responses due by June 21, 2024, at 2:00 pm. The evaluation will be conducted using a points-based system across six criteria: proposal quality (10 points), firm experience (30 points), personnel qualifications (20 points), references (10 points), rates/fees (25 points), and innovation (5 points).
The solicitation does not explicitly indicate specific set-aside designations for disadvantaged enterprises, but it does include a Living Wage Certification requirement with current wage rates of $16.59 per hour for employees with comprehensive health care benefits or $24.59 per hour for those without. Bidders must complete a living wage certification form, with exemptions available for nonprofits, employers with fewer than 25 eligible employees, or contracts under $25,000. While no incumbent vendor is mentioned, the town reserves the right to request additional environmental consulting services beyond the initial scope on an on-call basis. The contract allows for annual price adjustments based on the U.S. Bureau of Labor Statistics Consumer Price Index and requires extensive insurance coverage, including general liability, workers' compensation, and automobile liability. Although specific budget ranges are not detailed, the bid proposal form includes pricing for various services with estimated quantities, suggesting a flexible contract structure that can accommodate varying service levels and potential system expansions.

The Town of Manchester is soliciting proposals from qualified consultants to provide air-related environmental engineering design, permitting, inspection, monitoring, reporting, and compliance services and to operate, manage, and maintain the existing landfill gas (LFG) collection and control system at the Manchester Sanitary Landfill. The scope of services includes several routine regulatory compliance tasks, including air monitoring, emissions estimates, wellfield tuning, LFG well extensions, and reporting. It also includes operating the LFG system in an optimal manner to control odors and ensure regulatory compliance.
The scope of services is also likely to include other non-routine tasks on an on-call basis, including LFG system permitting and design, LFG system expansion, stack testing, condensate management, LFG condensate and other wastewater discharge permitting and design, emerging contaminant investigations and management assistance, meeting with and reporting to regulatory agencies, and advising landfill staff regarding operational and design considerations.
This solicitation does not specifically include solid waste engineering and other environmental consulting services. However, the Town reserves the right to request these types of services, on an on-call basis, from the qualified consultant or consultants selected under this solicitation.
