Request For Proposal #23/24-108 Title: LANDFILL AIR COMPLIANCE AND GAS SYSTEM
1. INTRODUCTION
1.1. Summary
The Town of Manchester is soliciting proposals from qualified consultants to provide air-related environmental engineering design, permitting, inspection, monitoring, reporting, and compliance services and to operate, manage, and maintain the existing landfill gas (LFG) collection and control system at the
Manchester Sanitary Landfill. The primary purpose of the LFG system is odor control. Although primarily a solicitation for the Sanitation Division, the selected contractor may be asked to provide similar services to other divisions within the Department of Public Works or the Town of Manchester.
The scope of services includes several routine regulatory compliance tasks, including air monitoring, emissions estimates, wellfield tuning, LFG well extensions, and reporting. It also includes operating the
LFG system in an optimal manner to control odors and ensure regulatory compliance.
The scope of services is also likely to include other non-routine tasks on an on-call basis, including LFG system permitting and design, LFG system expansion, stack testing, condensate management, LFG condensate and other wastewater discharge permitting and design, emerging contaminant investigations and management assistance, meeting with and reporting to regulatory agencies, and advising landfill staff regarding operational and design considerations.
This solicitation does not specifically include solid waste engineering and other environmental consulting services. However, the Town reserves the right to request these types of services, on an on-call basis, from the qualified consultant or consultants selected under this solicitation.
1.2. Background
The Town of Manchester operates a bulky waste sanitary landfill, municipal transfer station, and leaf composting facility under solid waste, stormwater, discharge, and air permits and approvals issued by the
Connecticut Department of Energy and Environmental Protection (DEEP). The Town’s facilities on Olcott
Street also include public works facilities, the highway fleet garage, fueling stations, and the Hockanum
River Water Pollution Control Facility; these facilities, combined with the solid waste operations, are covered under a Title V operating permit. Title V compliance assistance is part of the scope of services for this solicitation. Copies of key permits and approvals are attached.
The LFG collection and control system includes 45 landfill gas extraction wells, four horizontal LFG collector systems, a perimeter LFG header, laterals connecting the LFG wells to the LFG header, one temporary lateral, condensate traps and pumps, blowers, an enclosed flare, and condensate tanks with discharge. Recently, the LFG system was operating at 550 scfm with almost 40% methane captured and a flare temperature of approximately 1,600˚F. A recent modification to the landfill’s New Source Review
(NSR) air permit allows for increased LFG flow and the installation of a hydrogen sulfide removal system.
The first phase of a mechanically-stabilized earth (MSE) berm wall along the southern side of the landfill is nearing completion. Final design and construction of other phases of the berm wall will occur in the future. The landfill has approximately seven years of capacity remaining. Additional LFG and air consulting services will likely be requested during the contract period.

A consultant will be selected to provide the requested on-call services. These services will be approved on either a lump sum or hourly (time and materials) rate basis.
Copies of environmental permits and recent reports are attached for your review.
4.2. Task A: Title V Compliance Monitoring, Recordkeeping, and Reporting
Assemble data monthly from the various Public Works, Sanitation, and Water & Sewer Departments
(collectively referred to as the “Manchester Landfill Premises”) needed for the preparation of the semi-annual and annual Title V and Greenhouse Gas reports. Data to be gathered by the consultant shall include, but is not limited to, LFG system operations, operating hours, and fuel usage data from all stationary sources (i.e., boilers and heaters). Provide quarterly recordkeeping summaries of the data to the Town with copies of the backup documentation needed for these reports.
Prepare the associated Title V emissions statements, semi-annual monitoring reports, and annual compliance certification reports for the Manchester Landfill Premises (Town 97, Premises 225, Client 197, Title V Permit Number 097-0127-TV) in accordance with the requirements of the facility’s permit and state and federal regulations.
Prepare and submit draft emissions statements and reports to the Town for review a minimum of three weeks prior to the regulatory due dates. Currently, the due dates are September 1st (semi-annual monitoring) and March 1st (semi-annual monitoring, annual compliance certification, and annual emission statement). Address Town comments and submit the final reports to the DEEP and/or EPA and the Town on or before their respective due dates.
This is a lump sum task and shall include all labor, equipment, meters, mileage, printing, and other direct expenses necessary to satisfactorily complete the work.
At the beginning of this contract, for Tasks A and B, the consultant shall assist the Town in updating the
Town’s designated responsible official contacts and their status in the electronic reporting systems utilized by the DEEP (EMIT) and the EPA (eGGRT) so that there will be no delay in report submissions. This work is part of the lump sum for this task and will not be paid separately.
4.3. Task B: Greenhouse Gas Emissions Estimates, Recordkeeping, and Reporting
The Town, under separate contract, performs an aerial topographical survey of the landfill in
December/January of each year and that information is provided to the consultant to calculate the annual landfill capacity used. Consultant shall provide the town with an estimate for permitted volume available and offer recommendations and guidance on use of remaining capacity.
Prepare annual greenhouse gas (GHG) emission estimates representing contributions from stationary fuel burning sources (boilers and heaters) and the landfill, including both the LFG collected and controlled by the enclosed flare and the fugitive emissions. In addition to the data gathering performed by the consultant (in Task A above), the most recent aerial photogrammetric survey of the landfill will be provided to the consultant in support of this work. Develop these GHG emission estimates in accordance with the requirements of the facility’s permits and state and federal regulations.
Prepare and submit draft annual greenhouse gas report to the Town by March 15th. Assist the Town in submitting the final report by March 31st.
This is a lump sum task and shall include all labor, equipment, meters, mileage, printing, and other direct expenses necessary to satisfactorily complete the work.
At the beginning of this contract, the consultant shall assist the Town in updating the Town’s contacts and status in the electronic reporting systems utilized by the DEEP and the EPA (eGGRT) so that there will be no delay in reporting. This work is part of the lump sum for this task and will not be paid separately.
4.4. Task C: Quarterly Landfill Surface Emission Monitoring (SEM) and Reporting
Conduct quarterly landfill surface emission monitoring (SEM) in accordance with the facility’s permits. Monitoring shall be performed with a flame ionization detector (FID) or other approved meter. Monitoring shall be performed at a spacing of approximately 100-feet per the facility’s permit conditions and whenever stressed vegetation is noted.
Coordinate monitoring activities with Town staff so that any elevated concentrations of landfill gases can be addressed immediately – preferably on the day of monitoring.
In addition, conduct re-scan events within 10 and 30 days, respectively, as may be required based upon the initial results (i.e., if methane is detected at a concentration of more than 500 ppmv).
Prepare and submit SEM reports to the Town. These reports shall describe the monitoring event(s), present equipment and calibration data, describe the weather conditions during and for 24 hours prior to the monitoring event, present all monitoring data in tables, and all monitoring locations and any exceedances on a site plan. Submit these reports to the Town within 25 days of the SEM monitoring event or 15 days of the final re-scan monitoring event.
This is a lump sum task and shall include all labor, equipment, meters, mileage, printing, and other direct expenses necessary to satisfactorily complete the work. The consultant shall provide lump sum pricing for the initial quarterly monitoring and reporting event and lump sum pricing for any re-scan events required.
4.5. Task D: Monthly LFG System Reporting to the Town
Prepare monthly reports of all LFG operations, management, maintenance, and air-related permit and regulatory compliance activities conducted during the month. These reports shall include, but not be limited to: well tuning data, LFG monitoring, LFG composition and Btu content, LFG flows and trends, and all work and corrective actions conducted. Submit these reports by the 15th of the following month to the
Town.
This is a lump sum task and shall include all labor, equipment, meters, mileage, printing, and other direct expenses necessary to satisfactorily complete the work.
4.6. Task E: LFG Well Raising
Raise LFG wells vertically as landfill operations continue and waste placement raises the elevation of the landfill’s surface. The decision to raise the LFG wells will be made in conjunction with Sanitation staff and the Town’ solid waste engineering consultant. Typically, wells will be extended ten feet vertically to accommodate additional waste lifts.
Coordinate well-raising activities with the Town’s Sanitation staff. The Town will provide an excavator, an operator, and a supply of cover material to assist with well raising activities. Wells shall be extended within three weeks of notification to proceed unless another schedule is agreed upon by all parties. The
Town recognizes that delays may occur due to weather or supply chain issues.
All LFG well raising activities shall be documented in the monthly LFG system report noted in Task D.
Well raising activities typically include the extension of the 6-inch schedule 80 PVC well casing and one 4-inch SDR -17 gas collection system lateral riser pipe. In addition to the gas collection wells, any horizontal collector piping adjacent to a well to be raised will be extended in a similar manner, with each of the 4-inch SDR-17 pipes being extended the prescribed height. Following completion of the wellhead piping vertical extensions, the extraction system must be reactivated and all LFG collection system and the piping will be inspected for leaks. If any piping shows signs of leakage, the faulty section of piping will be completely removed and replaced. Immediately following a successful leak inspection, backfill shall be placed (by the Town) around each extended piping component (to within 4’ of the top of the valve assembly) to provide support for the subject vertical piping and to allow access to the wellhead for monitoring.
This is a lump sum task and shall include all labor, tools, equipment, materials, meters, vehicles mileage, printing, and other direct expenses necessary to satisfactorily complete the work. The consultant shall provide lump sum pricing per well for two scenarios: (1) one to three LFG wells need to be raised and (2) more than three LFG wells need to be raised.
4.7. Task F: LFG System Operation, Management, and Maintenance
Provide ongoing, comprehensive system operation, management, and maintenance of the LFG collection and control system to maximize the capture and destruction of LFG to mitigate odors to the maximum extent possible given the applicable permitted limits.
Monitor system performance, including but not limited to:
• Daily check-ins of the flare and system operations, including recording flare temperature data twice per day, and record other data requested by the Town, in a daily database. Monitor the level of the condensate in the condensate sump. Address any issues noted during the daily check-ins and report significant issues to the Town. Report issues with telemetry connectivity to the
Town.
• Weekly onsite inspections of system operations
• Monthly wellfield tuning/balancing. More frequent system performance monitoring shall be performed if requested by the Town. All data shall be recorded and stored in a GEM 5000 or equivalent device with all data being downloaded monthly into a site-specific database. All standard parameters, along with hydrogen sulfide concentrations, shall be included in the data. Record all blower and flare system operating data.
Provide for system inspections and maintenance, including but not limited to:
• Routine and preventative maintenance to the LFG collection and control system per Operations and Maintenace Manuals and System Operating Plans, including: greasing blower and motors, checking igniter components, testing pilot lighting sequence, calibrating thermocouples, calibrating flow meter, testing automatic shutdown alarms, checking motor starter and VFD operation, etc. During all routine monitoring and maintenance operations, inspect the system as a whole, note any deficiencies, and conduct repairs that can be completed by one person with hand tools and normal spare parts inventory. For deficiencies noted, the repair of which requires confined space entry, specialty subcontractors, tools or equipment not routinely available to the system operator, are not included in this scope of services. The contractor shall furnish separate estimates for said repairs to the Town of Manchester and obtain the Town’s approval before proceeding with the work.
• Remove, inspect, and repair/replace condensate sump pumps semi-annually or as needed.
• Inspect all wellheads during monthly wellfield tuning/balancing events and document any observed deficiencies.
• Provide system inspections per the site Operations Plan.
