About this opportunity

Northside Independent School District (NISD) in Bexar County, Texas, is seeking sealed bids for a comprehensive LAN Equipment E-Rate procurement through RFP 2025-140, with proposals due on November 20, 2025, at 10:30 AM (CT). The district requires enterprise-level network switches and routers, specifically targeting 200-400 48-port access layer switches, 2-6 distribution layer switches, and 25-50 24-port access layer switches, along with related installation services. The proposed one-year contract includes options for four additional one-year renewals, with award contingent upon E-Rate funding from the Schools and Libraries Division of the Federal Communications Commission. Evaluation criteria will be comprehensive, considering not only pricing but also vendor reputation, service quality, district needs, past relationships, and total long-term costs. Vendors must demonstrate the ability to integrate equipment with NISD's existing network infrastructure, which currently includes Cisco Nexus 9508 network switches in data centers and HP Aruba 5400 and 2930 switches at campus locations.

Respondents must possess a Service Provider Identification Number (SPIN) and comply with specific FCC regulations, including Lowest Corresponding Price requirements and restrictions on equipment from manufacturers deemed national security threats. The procurement does not specify explicit set-aside designations for disadvantaged enterprises, but vendors will need to demonstrate technical capability and compliance with E-Rate program guidelines. While no incumbent vendors are specifically highlighted, the district emphasizes the need for seamless integration with its current network architecture. The RFP replaces a previous LAN Equipment Project (RFP 2021-026) and signals NISD's commitment to maintaining and upgrading its technological infrastructure. Though precise budget ranges are not explicitly stated, the scope of 200-400 switches suggests a potentially significant investment, with the district anticipating direct payment to vendors for recurring costs and subsequent E-Rate program reimbursement.
