About this opportunity

The City of Long Beach Department of Parks, Recreation and Marine is soliciting proposals for water quality management of nine municipal park lakes covering 45.1 acres, with proposals due April 1, 2025 and a mandatory pre-proposal meeting on March 4, 2025 at 12:00 PM PST via Microsoft Teams. The RFP carries California prevailing wage requirements under Labor Code Section 1720 et seq. and the City's Equal Benefits Ordinance (EBO) for contracts at or above $100,000.

The contractor must hold a Certified Lake Water Manager Certificate from the North American Lake Management Society (NALMS), five years of lake water management experience, and appropriate Pest Control Adviser (PCA) and Quality Applicators License (QAL) certifications. Services include monthly evaluation and treatment October through February and twice-monthly service March through September, including assessment and maintenance of aeration systems, alum injection systems, and nanobubble injection systems. The scope addresses algal bloom management across nine lakes with varying depths, lining types, circulation equipment, and aquatic plant growth; all pesticide applications require coverage under NPDES permits and California's General Permit CAG990005 for algaecide and aquatic herbicide treatments.

The contract runs for an initial two-year term with three optional one-year renewal periods, not to exceed five years total. Evaluation criteria are weighted: Organizational Capacity and Experience (30 percent), Method of Approach (40 percent), Communications and Reporting (20 percent), and Reasonableness of Cost (10 percent). The City applies local preference bonuses of five percentage points for Long Beach–based home businesses and ten percentage points for non-residential brick-and-mortar businesses located in Long Beach. Proposers must submit itemized cost proposals by lake and service category on a specified Excel template; the City remits payment within 30 calendar days of invoice. Written questions are due March 11, 2025 at 11:00 AM PST with responses posted March 18, 2025. Addendum No. 1 addressing historical harmful algal bloom reports was issued March 18, 2025 and must be acknowledged and submitted with proposals.
