About this opportunity

Pinellas County is seeking a contractor for the Lake Park Restoration Planting project, an environmental restoration initiative located near Lake Park Drive and 109th Avenue in Largo, Florida. The Invitation to Quote #24-0322-ITQ solicits services for purchasing, delivering, and installing native plants across four service areas totaling approximately one acre. The project follows a successful invasive plant management program from Fall 2022 and requires planting specific native Florida species including slash pine, mahogany, seagrape, and various native shrubs and grasses. Contractors must provide comprehensive planting services with precise specifications for plant types, quantities, and sizes, and demonstrate expertise in environmental restoration. The proposal submission deadline is February 1, 2024, at 3:00 pm, with an optional twelve-month maintenance period following initial planting. Required qualifications include proof of a certified herbicide applicator and compliance with local, state, and federal environmental regulations. The contract mandates 100% plant survival, with the contractor responsible for replacing any damaged or non-surviving plants and maintaining specific environmental standards.

The procurement includes provisions for Small Business Enterprises (SBEs), with Pinellas County committed to increasing participation of regional small businesses. Certified SBEs may receive preference in award for contracts between $5,000 and $100,000, with additional advantages for submissions within the first five business days. While specific budget ranges are not explicitly stated, the detailed pricing proposal includes line items for plant installation and a separate twelve-month maintenance period. The project requires detailed documentation through a comprehensive maintenance report form, tracking applicator details, work hours, plant management techniques, and environmental conditions. Contractors must also adhere to Sunshine 811 guidelines for underground facility location and follow specific low-impact marking practices when conducting work. The project involves multiple service areas with precise planting layouts, requiring contractors to have technical expertise in environmental restoration, native plant installation, and invasive species management.
