About this opportunity

Harrietstown Housing Authority is requesting bids on general construction for the Lake Flower Apartments Infrastructure Upgrades project in Saranac Lake, New York, with bids due September 11, 2026 at 2:00 p.m., and a pre-bid walk-through scheduled for September 1, 2026 at 9:00 a.m. The project is federally funded through Community Development Block Grant (CDBG) administered by the New York State Office of Community Renewal and is subject to Build America, Buy America Act (BABA) requirements, Davis-Bacon wage determinations, and Section 3 compliance requiring that 25 percent of total labor hours be performed by Section 3 workers.

The scope encompasses replacement of deteriorated domestic water piping throughout the occupied building with installation of a new water softener and backflow preventer; removal and disposal of a defunct solar water heater and replacement of existing domestic water heaters; selective demolition and restoration of affected kitchens, bathrooms, and related areas; complete renovation of Unit 2H including interior finishes, bathroom and kitchen upgrades, and fixture and lighting replacement; and complete renovation of the Director's Office restrooms. Work will be phased to minimize disruption to residents and ongoing operations, with phasing, access, and tenant transition procedures to be finalized between the Contractor and Owner after award. Bids are structured in four line items: Domestic Water Piping Replacement and Associated Improvements; Domestic Water Heater Replacement; Apartment Unit 2H Rehabilitation; and Rehabilitation of Lobby Public Restrooms.

Bidders must demonstrate a minimum of five years of active engagement in the construction industry, successful completion of projects of similar size and scope, prior experience with federally funded or state-funded construction projects, and the ability to furnish all required bonds, insurance, and licenses. Substantial completion is required within 18 months from commencement. No bid may be withdrawn for 60 days following opening without Owner consent.
