About this opportunity
The City of Bloomington, Illinois is requesting sealed bids for Bid #2027-13, Lake Bloomington Roadway Resurfacing Project – Hiawatha, with bids due September 22, 2026 at 10:00 a.m. CST via the City's e-Procurement Portal (OpenGov). This project exceeds the $50,000 public works threshold and requires a Project Labor Agreement (PLA) with the Livingston & McLean Counties Building & Trades Council unless the City waives it; PLA terms cannot exceed the Illinois Prevailing Wage Act economic standards and cannot mandate union membership or fair share payments.
The scope encompasses hot-mix asphalt resurfacing of approximately 1,590 linear feet across Hiawatha Lane and Hiawatha Court surrounding Lake Bloomington in McLean County. Work includes base preparation, bituminous prime and tack coat application, removal of existing HMA pavement, and installation of HMA surface course (IL-9.5, Mix "C" N50), with Class D patches as contingency items determined by the Engineer. The Base Bid covers both streets; two alternate bids allow the City to award the Base Bid alone, any combination of alternates, or no alternates based on budget. All construction must be completed by November 18, 2026, with liquidated damages assessed per calendar day for non-compliance.
Bidders must submit a 10% bid guarantee and, if selected, provide Performance and Payment Bonds at 100% of contract price within ten business days of award. Illinois Prevailing Wage Act compliance (820 ILCS 130) with certified monthly payroll reporting is mandatory. Bidders must demonstrate equal opportunity compliance through a Contract Diversity Goal Form and Equal Employment Opportunity Plan targeting 8% minority/female/disadvantaged business enterprise utilization and 10% minority and 2% female worker participation. General Liability insurance of $2 million per occurrence and Worker's Compensation coverage are required. Questions are due September 14, 2026 by 12:00 p.m., with City responses by September 16. No pre-bid meeting or site visit is scheduled. Anticipated award is October 13, 2026.

Please reference the scope of work and attachment(s) for the full details of this project.
