About this opportunity

The City of Scranton's Department of Business Administration is soliciting sealed bids for the Lackawanna Avenue Paving project, a comprehensive street reconstruction initiative located in Lackawanna County, Pennsylvania. The procurement involves complete street improvements from Adams Avenue to Wyoming Avenue, including excavation, asphalt paving, milling, base repairs, utility adjustments, and traffic maintenance. Specific project deliverables include approximately 262 cubic yards of excavation, 460 square yards of base course, 2,950 square yards of asphalt binder and wearing course, 2,490 square yards of milling, and installation of thermoplastic pavement markings. Bidders must register on the City's e-Procurement Portal and submit all documentation electronically by 11:00 am on Thursday, September 25, 2025. Technical questions and clarification requests must be submitted through the portal's Q&A feature by 4:30 pm on Monday, September 22, 2025. Contractors are required to be prequalified by the Pennsylvania Department of Transportation and demonstrate the capability to perform complex road construction work.

The procurement encourages participation from minority and women-owned businesses and is partially funded through American Rescue Plan Act (ARPA) funds from the U.S. Department of Treasury. Bidders must provide a 5% Bid Bond, Performance Bond for 100% of the contract price, and Payment Bond for 100% of the contract price. The project requires comprehensive insurance coverage, including general liability, automobile liability, and workers' compensation. Compliance with federal regulations such as Davis-Bacon Act wage requirements and equal opportunity provisions is mandatory. While no specific total project budget is disclosed, the detailed bid form suggests a substantial municipal infrastructure investment. Contractors must adhere to prevailing wage rates and follow strict technical specifications outlined in PennDOT Publication 408, with payment conducted on a unit price basis for various construction activities. The contract will remain in effect until the satisfactory completion of the project, with careful attention to documentation, daily reporting, and post-construction maintenance requirements.
