About this opportunity

The County of Sacramento, Department of Waste Management and Recycling (DWMR) is soliciting proposals for laboratory testing services to support ongoing groundwater quality monitoring requirements across three active landfill facilities (Kiefer, Elk Grove, and Grand Island Landfills) and associated infiltration basins and stormwater monitoring locations. The selected laboratory contractor must provide comprehensive environmental testing services including volatile organic compounds (EPA 8260 and extended lists), semi-volatile organic compounds (EPA 8270), pesticides and herbicides (EPA 8080, 8141, and 8151), inorganic parameters (bicarbonate, chloride, nitrate, sulfate, total dissolved solids, metals, and other constituents), PFAS analysis, and ancillary services such as electronic data deliverables in GeoTracker format, sample containers, field blank water, and courier services. Testing will be conducted across multiple monitoring locations including SATS wells, effluent wells, leachate wells, lysimeters, deep and shallow wells, gas probes, and surface water/storm water stations with sampling frequencies ranging from monthly to annually depending on the location and parameter. The contract term is a minimum of three years covering fiscal years 2026-2027, 2027-2028, and 2028-2029, with a required 10 working day turnaround time for final laboratory reports and optional expedited reporting capabilities. The selected laboratory must be accredited by the California State Water Resources Control Board Division of Drinking Water or equivalent, perform a minimum of 80 percent of analyses in-house with justification for any subcontracted work, provide method detection limits and reporting limits in accordance with California Code of Regulations Title 22 Section 64400, maintain detection limits as specified in the analyte list, and meet specified sample volume requirements. Evaluation criteria include quality of proposed services, experience and qualifications, proposal compliance, and cost, with the County retaining discretion to establish a short list, request interviews, and negotiate terms. The request for proposals was posted on May 4, 2026, with a proposal due date of May 26, 2026; the County has reserved the right to partially or completely remove certain analyses from the contract and to award multiple contracts.

The RFP documentation does not specify set-aside designations, disadvantaged enterprise requirements, or restrictions limiting response to particular organization types, indicating this is an open procurement opportunity available to all qualified laboratory service providers. No incumbent vendors or current contractors are identified in the solicitation materials, suggesting this may represent a new contract or a re-competition without identified historical contractors. Laboratories located within 10 miles of DWMR's Rancho Cordova office (10863 Gold Center Drive) with staffed service centers during business hours (8:30 AM to 4:30 PM) may be waived from courier service requirements, potentially providing a competitive advantage for local providers with existing infrastructure. The vendor price proposal attachment specifies detailed testing quantities across the three-year period, including 272 EPA 8260 volatile organics tests, 213 bicarbonate tests, 205 total dissolved solids tests, 56 electronic data deliverables, and numerous other analyses and ancillary services, allowing vendors to calculate total contract value based on unit pricing; however, the specific total contract value or budget range is not disclosed in the available documentation, requiring interested bidders to reference the complete RFP for compensation structure details and rate sheet submission requirements. The Proprietary Information Agreement requires consultants to execute confidentiality protections regarding proprietary data submitted in response to the RFP, with the County retaining sole discretion to assert confidentiality claims and full indemnification responsibility assigned to the contractor.
