About this opportunity

The Texas Department of Transportation (TxDOT) Abilene District is requesting bids on laboratory ovens and furnaces for its testing and materials laboratory under IFB 601340000066830, with bids due August 6, 2026. TxDOT applies Texas procurement preferences under Rule 34TAC 20.306, including preferences for Texas-produced supplies and materials, USA-produced equipment, service-disabled veteran-owned businesses, and energy-efficient materials; ties are broken by random drawing.

The scope comprises three line items: two units of a 10.6-cubic-foot digital oven with forced-air convection, 450°F maximum temperature, stainless steel interior, and UL-listed Watlow digital temperature controller (Gilson Model BO-355ERS or TxDOT-approved equal per Specification 175-60-66278); three units of an NCAT Asphalt Content Furnace operating at 208–240V, 60Hz, meeting ASTM D6307 and AASHTO T308 standards for ignition burn-off testing (Gilson Model AP-20 or TxDOT-approved equal per Specification 175-36-66830); and three units of an NCAT Furnace Starter Kit (Model APA-25 or TxDOT-approved equal). Both furnaces must be new, latest-model production units with 12-month warranties covering parts and labor. The NCAT furnace must include all cabling, attachments, accessories, original manuals in English with parts lists and calibration guidelines, and a list of authorized Texas service dealers.

All equipment is specified with "or TxDOT-approved equal" language requiring bidders submitting alternative products to provide comprehensive product literature and detailed specifications demonstrating compliance with or superiority to stated requirements. Delivery is required to TxDOT's facility at 4250 North Clack, Abilene, Texas 79601. Equipment acceptance for the NCAT furnace requires a minimum of 15 consecutive failure-free calendar days of operation following installation, not to exceed 45 calendar days total.

Bids must be submitted through the Euna Procurement/Bonfire Hub portal and must include the Execution of Bid certification, Texas Family Code Schedule, and firm, fixed-price pricing for each line item using the provided Excel template. Respondents must certify compliance with federal and state anti-trust laws and confirm no listing on the Federal SAM or OFAC Specially Designated Nationals list. Vendors must register on the Centralized Master Bidders List (CMBL) if not currently included.
