About this file

This is a specification document issued by the Texas Department of Transportation (TxDOT) for the procurement of an NCAT Ignition Oven for Asphalt Content testing equipment. The specification describes a tabletop asphalt content tester furnace with an integrated measurement system and controller designed to determine asphalt content through ignition burn-off testing and provide aggregate samples for gradation analysis. The primary example product referenced is the Gilson Model #AP-20, though TxDOT-approved equal alternatives are acceptable if accompanied by comprehensive product literature and detailed specification information demonstrating compliance with all stated requirements. The specification does not indicate specific quantities, response dates, due dates, site visits, or bidder conferences; however, delivery must be completed by the promise date shown on the purchase order, and equipment acceptance will occur after a minimum of 15 consecutive failure-free calendar days of operation following installation, not to exceed 45 calendar days total.

The specification requires vendors to submit the latest printed literature and detailed specifications with their solicitation and mandates that all equipment be new, latest model, and of quality workmanship meeting or exceeding federal and state safety, health, lighting, and noise regulations. The furnace must meet current ASTM D6307 and AASHTO T308 ignition method standards and operate on standard US electrical circuits (12 to 20 amp, 60 Hz, 208/240V). All necessary cabling, attachments, and accessories including brushes, cooling cage assembly, heat-resistant gloves, and ICO sample baskets must be included. Equipment shall be warranted against defective materials and workmanship for 12 months from the date of acceptance, covering 100 percent of parts and labor costs, or the manufacturer's standard warranty period if it exceeds 12 months. Vendors must provide current original manuals in English with illustrated parts lists, operating instructions, calibration and service guidelines, and electronic media versions of documentation. Additionally, vendors must furnish a list of available servicing dealers and provide a dedicated point of contact with telephone support for technical assistance and service inquiries.
