About this opportunity
The Oregon Department of Transportation (ODOT) is issuing Invitation to Bid (ITB) No. S-73000-00016040 for the La Grande Headquarters Office Roof Ventilation project located at 3012 Island Ave, La Grande, Oregon 97850, in Umatilla County. The procurement seeks a licensed construction contractor to design and install a comprehensive attic ventilation system consisting of roof-mounted solar-powered exhaust fans installed on integral curbs, roof repair work, supply air grilles, louvers, ductwork, and related components to provide fresh air supply to twelve attic zones within the 25,000 square foot attic space of a 1990 building. The system is required to address inadequate air circulation that has resulted in attic temperatures exceeding 130 degrees during summer months following a recent synthetic roof replacement. Deliverables include the installation of louvers and vented metal soffit for fresh air intake, attic ductwork supplying outside air to twelve zones, and twelve solar attic exhaust fans as a single lump sum work item, along with submittals for approval, as-built record drawings, operations and maintenance documentation, warranty information, and staff training on equipment operation and maintenance. Required qualifications include current licensure with the Oregon Construction Contractors Board (CCB), registration with the Oregon Secretary of State and OregonBuys platform, compliance with BOLI prevailing wage rates for Union County (BOLI Region 13), a Public Works bond, and attendance at a mandatory pre-bid conference scheduled for March 5, 2026, at 1:00 PM Pacific (modified from 10:00 AM per Addendum No. 1) at the project site. The bid closing and opening date is March 17, 2026, at 10:00 AM, with written questions or clarifications due by March 10, 2026. Substantial completion is required by June 1, 2026, and final completion by June 15, 2026, with liquidated damages of $600 per calendar day assessed for failure to meet the substantial completion deadline. Evaluation will be based on the lowest responsive bid submitted by a responsible bidder, with all bids submitted electronically through the OregonBuys system.
No disadvantaged enterprise or small business set-asides are specified in this solicitation, and no incumbent vendors or current contractors are identified in the procurement documents. All bidders must comply with prevailing wage requirements established by the Bureau of Labor and Industries (BOLI), submit weekly certified payroll reports, and furnish performance and payment bonds each equal to 100% of the contract amount, along with commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate and commercial automobile liability insurance of $1,000,000 per occurrence. The contract will incorporate the State of Oregon General Conditions for Public Improvement Contracts (January 1, 2012 Edition) and shall be subject to Oregon prevailing wage requirements, Title VI non-discrimination provisions, the Oregon False Claims Act, and applicable state and federal regulations governing public improvement contracts. Bid security is required in the amount of 10% of the total bid amount in the form of a bid bond, certified check, cashier's check, or irrevocable letter of credit. The project cost estimate for bonding purposes ranges from $100,000 to $250,000, and funding is anticipated from state sources with award contingent upon the agency's receipt of sufficient funding. The project timeline commences upon issuance of the Notice to Proceed, with ODOT's Intent to Award expected to be issued within five business days of the bid opening date, and preliminary bid results to be posted within one to two days of bid closing.
