About this opportunity
The Commonwealth of Kentucky, Department of Criminal Justice Training, is requesting quotations for catering services supporting the Kentucky Post Critical Incident Seminar (KYPCIS) in Bowling Green, with responses due September 9, 2026 at 3:00 PM EST.
Qualified bidders — including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit agencies for individuals with severe disabilities — receive preference equal to 15 to 20 percent of maximum available points. Kentucky resident bidders are eligible for reciprocal preference equal to preference given by the nonresident bidder's home state.
The scope covers comprehensive catering services for two seminars (October 2026 and April 2027) at Hillvue Heights Church, 3219 Nashville Road, Bowling Green, serving up to 85 individuals daily. Services include lunches, dinners, snacks, beverages, and all disposable serviceware (plates, utensils, napkins, cups, condiments). The vendor must accommodate documented food allergies and dietary requirements with advance notification, provide self-serve buffet-style meal service, and handle last-minute requests. Setup times range from 11:30 AM to 5:00 PM depending on meal service. Bidders must hold a catering or food service license and maintain a primary business location within 45 miles of the venue.
The contract period runs October 1, 2026 through June 30, 2027, with pricing not to exceed $12,500 per seminar or $20,000 per fiscal year, submitted as total price per seminar. Evaluation is on a best-value basis with 1,000 points allocated to price — the lowest bidder receives maximum points and other bids are scored proportionally. Payment is within 30 working days of invoice and agency approval. Bidders must submit a notarized affidavit attesting compliance with Kentucky campaign finance laws (KRS 45A.110 and 45A.115), effective for one year from execution, and evidence of compliance with applicable Kentucky statutes regarding taxes, unemployment insurance, workers' compensation, and non-discrimination provisions.
