About this opportunity
Kennesaw State University, representing the Board of Regents of the University System of Georgia, is soliciting statements of qualifications from professional consultant firms to develop comprehensive Sports & Recreation and Athletics Facilities Master Plans for Project No. 555-25-341 at the university's Kennesaw and Marietta campuses. The Request for Qualifications (RFQ) was posted February 6, 2026, with a deadline for written questions on February 13, 2026, and qualifications submissions due February 23, 2026 at 10:00 AM. The selected consultant will conduct facility inventories and assessments, perform stakeholder engagement and operational analyses, develop participation and program needs analyses, create wayfinding and visual identity strategies, establish strategic alignment and prioritization frameworks, design flexible facility concepts, develop scenario planning with cost estimations and phasing strategies, and deliver draft and final master plan reports with executive presentations. Deliverables include completion of draft master plans within six months of kickoff and final master plans by February 2027. The procurement will proceed in two steps: Step I evaluates firm qualifications based on firm stability (25%), relevant project experience and previous performance (45%), and suitability to the project including design approach and timeline (30%); finalist notifications occur February 26, 2026, followed by a mandatory virtual site review on February 27, 2026 at 1:00 PM. Step II evaluates finalists based on design team qualifications and experience (50%), design plan and methodology (25%), and team communications and project solutions (25%), with fee proposals due March 17, 2026 at 10:00 AM and interviews scheduled for March 18, 2026. The selected consultant must perform a minimum of 50% of the master planning and design services in-house, with associated firms permitted to provide up to 50%, and must execute a professional services contract based on the Board of Regents design professional contract template.
The RFQ requires responding firms to document professional liability insurance coverage, declare minority business status (MBE, WBE, or other designations), complete a certification form attesting that neither the firm nor principal employees have been convicted of crimes of moral turpitude or felonies or had professional licenses suspended or revoked within the preceding five years, and verify non-suspension and non-debarment from federal, state, or local government contracts. Firms must also complete a Proposer's Disclosure Statement addressing conflicts of interest and business relationships with the Board of Regents, using agency, or end-user occurring within the prior two years, submit a Contractor Affidavit verifying compliance with the federal E-Verify work authorization program, and provide a Project Team Composition Form identifying all major team members and their percentage of services with MBE/WBE status designations. The master plan development must align with KSU's 2024 Strategic Plan, existing campus master plans, sustainability initiatives, and the Energy Efficiency & Sustainable Construction Act of 2008, while incorporating findings from the External Program Review of the Sports and Recreation Department completed in March 2024 and the Campuswide Transportation Study completed in October 2025. The professional consultant base fee is expected to range between $325,000 and $350,000, which includes basic services, initial analysis, design development, and final documentation. Kennesaw State University reserves the right to reject any or all statements of qualifications or proposals and to waive technicalities and informalities at its discretion, with all inquiries directed to Theresa Neylon, Senior Campus Planner, at tneylon@kennesaw.edu.
