About this opportunity

The Colorado Department of Public Safety, on behalf of the Colorado State Patrol, is issuing an Invitation for Bids (IFB #RBAA 2026-0409) for the procurement of KORE duty belt kits and legacy inventory buyback services. The solicitation is directed to Denver County and Denver City jurisdictions and seeks qualified offerors to supply multiple KORE duty belt configurations, including 2.25" High Gloss belts with D3 Brass buckles, 2.25" Nylon belts with D1 buckles, and X-Series Buckle belts in both 1.5" Basketweave and Nylon configurations with either Brass or Black buckles. The procurement also includes a buyback program for existing Don Hume High Gloss Sam Browne and Sally Browne duty belts (Part Numbers B101-FV and B101-FV Contoured), with the state retaining the right to transition between available KORE 1.5" belt finishes as needed. All goods must be shipped FOB Destination to 15203 W 12th Ave, Golden, Colorado 80401, with delivery coordinated on an as-needed basis with no guaranteed minimum order quantity. Sealed bids must be submitted via email to Dustin Roberts, Procurement Agent, at cdps_edo_bids@state.co.us by Friday, April 17, 2026, at 2:00 PM Mountain Time, with award notification anticipated for Friday, April 24, 2026, and a desired contract start date of May 1, 2026. Award will be made to the responsive and responsible offeror whose quote achieves the highest total score on a 100-point weighted evaluation: 60 points are allocated to the cost of new KORE belts (lowest proposed price receives maximum points) and 40 points are allocated to the value of the legacy buyback credit (highest proposed buyback credit receives maximum points). The contract term is anticipated to be three years, with quoted pricing remaining valid and binding for the first full year, and any subsequent price increases not to exceed 5% annually.

Service-Disabled Veteran-Owned Small Businesses (SDVOSB) that are incorporated or have a place of business in Colorado and submit U.S. Small Business Administration certification documentation will receive a 3% preference on their quote price. All products must be new and unused, and as a government entity, Colorado is tax-exempt, requiring that all quotes exclude sales tax. Prior to Purchase Order execution, the awarded respondent must provide proof of Good Standing with the Colorado Secretary of State and an insurance certificate documenting required coverage. Required submission items include a completed cover page, Exhibit A Bid Response Sheet, pricing documentation (Exhibit B), a Form W-9 dated within one year, and compliance with Vendor Accessibility Requirements (Exhibit D) established under HB21-1110, which mandate that information technology products conform to the World Wide Web Consortium's Web Content Accessibility Guidelines (WCAG) 2.1, level A and AA success criteria. The solicitation documents do not specify a listed budget range or award value, though the estimated contract duration extends through June 30, 2028, contingent upon continued appropriation and availability of state funds.
