About this file

This is a Statement of Work for an Invitation for Bids (IFB #RBAA 2026-0409) issued by the Colorado Department of Public Safety and Colorado State Patrol for the procurement of KORE duty belt kits and legacy inventory buyback services. The project aims to transition the CSP's standard-issue duty gear to modern KORE equipment while facilitating a buyback program for existing Don Hume High Gloss belts (Sam Browne P/N B101-FV and Sally Browne P/N B101-FV Contoured). All goods must be shipped FOB Destination to 15203 W 12th Ave, Golden, Colorado 80401, with delivery coordinated on an as-needed basis with no guaranteed minimum order quantity. The bid response is due Friday, April 17, 2026, at 2:00 PM Mountain Time. The contract performance period extends from the effective date of the State Purchase Order through June 30, 2028, contingent upon continued appropriation and availability of state funds.

Award will be made to the responsive and responsible offeror whose quote achieves the highest total score on a 100-point weighted evaluation, with 60 points allocated to the cost of new KORE belts (lowest price receives maximum points) and 40 points allocated to the value of legacy buyback credit (highest credit receives maximum points). Quoted pricing must remain valid and binding for the first full year, with any subsequent price increases not exceeding 5% annually and requiring mutual agreement at least 60 days prior to the new fiscal year. As a government entity, Colorado is tax-exempt and all quotes must exclude sales tax. Service-Disabled Veteran-Owned Small Businesses incorporated or with a place of business in Colorado receive a 3% preference. All products must be new and unused, with the state retaining the right to transition between available KORE 1.5" belt finishes (Basketweave, Gloss, Matte, Smooth Leather, or Nylon) based on uniform requirements. Required submission items include a completed cover page, Exhibit A Bid Response Sheet, and a signed W-9 dated within one year.

i. Cost of New KORE Belts (60 Points Maximum): The lowest proposed belt price receives the maximum points. Other quotes are scored proportionally using the following formula: (Lowest Proposed Belt Price / Offeror's Proposed Belt Price) x 60.

ii. Value of Legacy Buyback Credit (40 Points Maximum): The highest proposed buyback credit receives the maximum points. Other quotes are scored proportionally using the following formula: (Offeror's Proposed Buyback Credit /

Highest Proposed Buyback Credit) x 40. (Note: If an Offeror proposes $0.00 for the buyback, they will receive 0 points for this section).

iii. Scoring Example:

• Offeror A proposes a $90.00 new belt and a $0.00 buyback credit.

• Offeror B proposes a $100.00 new belt and a $5.00 buyback credit.

Date Due: Friday, April 17, 2026 at 2:00 PM MT

Total = 60 pts.

• Offeror B Score: Belt: (90 / 100) x 60 = 54 pts. Buyback: (5 / 5) x 40 = 40 pts.

Total = 94 pts.

• Result: Offeror B is awarded the bid with the highest total points, representing the Best Value to the State, despite having a higher net cost than Offeror A.
