This procurement involves the construction of approximately 18,500 linear feet of 10-foot-wide stone dust trail with associated site improvements, including clearing and grubbing of a 20-foot-wide trail construction and pedestrian unloading area, 4,600 linear feet of drainage channel construction, installation of over 250 feet of culvert pipe with delineation stakes, eight driveway crossings, and related infrastructure. Sealed bids must be submitted online through the PennBid platform (https://pennbid.bonfirehub.com) no later than Tuesday, February 17, 2026, at 10:00 AM EST, at which time bids will be opened electronically and publicly posted on the PennBid website. Bid security in the form of a Certified Check or Bid Bond equal to not less than 10 percent of the bid value, made payable to the Pennsylvania Environmental Council, must accompany each submission as a guarantee of the bidder's commitment and ability to execute proper bonds and enter into the construction contract. The contract will be awarded to the lowest responsive bidder that meets all specification and qualification requirements as outlined in the procurement documents.

The procurement documents do not specify set-aside designations, disadvantaged enterprise restrictions, or limitations on organizational types eligible to submit bids, indicating this appears to be an open competitive procurement. No incumbent vendors, current contractors, or existing infrastructure integration requirements are identified in the available procurement materials. The successful bidder will be responsible for paying a PennBid Program fee equivalent to one-third percent of the contract award value, and all bidders are required to confirm and understand their responsibility for fees associated with the PennBid platform. While a specific contract award value or budget range is not disclosed in the publicly available procurement summary, interested bidders should review the complete project files available on the PennBid website to obtain detailed cost estimates and project specifications necessary for accurate bid preparation.
