About this opportunity
The City of Long Beach Parks, Recreation and Marine Department is requesting proposals for a certified kiteboarding instruction provider under RFP PR-26-681, with proposals due June 25, 2026 at 11:00 a.m. and questions due May 28, 2026. The awardee must hold at least three years of continuous experience providing certified kiteboarding instruction and must have a head instructor with minimum International Kiteboarding Organization (IKO) Instructor Level 2 certification; the awardee must obtain IKO Center certification by the second year of the permit.
The scope includes provision of certified kiteboarding instruction services at a designated permitted area on the City's beaches between Claremont and La Verne Avenues (5210 Ocean Boulevard). Operations must comply with City kiteboarding guidelines, the Amended Coastal Development Permit (extended through August 14, 2035), and IKO Center Standards covering instructor qualifications, safety protocols, rescue and emergency response capacity, liability insurance, student supervision ratios, equipment standards, and operational transparency. The permittee must maintain Commercial General Liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, plus Workers' Compensation coverage as required by California Labor Code.
The contract has an initial term of 18 months with one optional three-year renewal, not to exceed five years total and co-terminus with existing similar permits. The annual permit fee is $4,000, due upon commencement and each anniversary. Evaluation criteria are Organizational Capacity and Experience (25%), Prioritization of Safety (25%), Method of Approach (25%), Communications and Reporting (15%), and Reasonableness of Cost (10%). No local preference applies; this solicitation is funded through tidelands funds. Proposers must comply with the City's Equal Benefits Ordinance if the contract value exceeds $100,000 or the entity generates $350,000 or more in annual gross receipts while leasing City property. No pre-proposal meeting is scheduled; site investigation is the proposer's responsibility.
