About this file

This is an Amended Coastal Development Permit issued by the California Coastal Commission, South Coast District Office, on behalf of the City of Long Beach, Los Angeles County. The permit authorizes the continuation of kite boarding commercial operations on a designated beach area between Claremont and La Verne Avenues at 5210 Ocean Boulevard. The approved development consists of a designated kite boarding lesson area, a kite boarding beach launch and exit area, and four kite boarding vendor areas. No physical development is proposed. The authorization period has been extended for an additional ten years, commencing August 14, 2025, and ending August 14, 2035. The amendment increases the allowable kite boarding vendor areas from three to four. All permitted operators and vendors must remove equipment from the beach and parking lot by dusk each day, with no overnight storage permitted unless specifically authorized by the City for special events. A 300-foot wide area between the designated lesson area and the launch/exit area must remain clear of all commercial kite and stand-up paddle board activities to maintain public access along the Claremont Launch Ramp.

The permit requires the City of Long Beach as the applicant to submit a written assumption of risk, waiver of liability, and indemnity agreement acceptable to the Executive Director prior to permit issuance. The applicant must also ensure that lessees operating the kite boarding areas incorporate all liability and risk assumption terms into their leases and provide documentation of lessee acceptance prior to operation. The permit is not valid unless and until a signed copy with the permittee's acknowledgment has been returned to the Commission office. Terms and conditions run with the land and are perpetual, binding all future owners and possessors of the subject property. Any proposed changes or deviations from the approved plans require Commission amendment, and the permit will expire if not actively developed in a diligent manner.
