About this opportunity
The Veterans Home at Holyoke, a Massachusetts state agency, is requesting quotes for preventive maintenance, regulatory inspections, and semi-annual cleaning of kitchen exhaust systems and dryer vent systems under the Massachusetts Operational Services Division TRD03 contract, with quotes due September 1, 2026 and a required bid walkthrough on August 26.
This is a prevailing-wage public works project. The Massachusetts Department of Labor Standards wage schedule (effective June 2026 through December 2028) establishes mandatory hourly rates for all construction workers, including prime contractor and subcontractor employees, with detailed classifications, fringe benefits, and apprentice ratios. Contractors must submit weekly payroll reports to the awarding authority, maintain records for three years, and register all apprentices with the Massachusetts Division of Apprentice Standards. Failure to pay prevailing wages carries civil and criminal penalties.
The scope encompasses all commercial kitchen exhaust hoods, exhaust ductwork, exhaust fans, grease collection devices, commercial kitchen fire suppression protected exhaust systems, and dryer exhaust and vent systems. Services must comply with NFPA 96, NFPA 17A, manufacturer specifications, Centers for Medicare & Medicaid Services requirements, U.S. Department of Veterans Affairs standards, Massachusetts Department of Public Health regulations, and all applicable federal, state, and local codes. Kitchen exhaust cleaning must occur after hours, beginning no earlier than 6:30 PM. The vendor must provide written notification to the facility at least one month before each service, obtain all required permits and inspections, submit comprehensive inspection reports with photographs within forty-eight hours of completion, and attach NFPA 96-compliant adhesive service labels to each hood. Deficiencies must be reported immediately with repair quotations provided within forty-eight hours. The vendor must maintain all required licenses, certifications, and insurance, and ensure personnel are trained and qualified.
The bid walkthrough is scheduled August 26, 2026, 1:00 PM to 3:00 PM at the facility in Holyoke.
