About this opportunity
Palm Beach County is requesting sealed bids for the Kirk Road Over LWDD L-11 Canal Culvert Replacement (Project No. 2023502) with bids due August 25, 2026 at 2:00 p.m. and a non-mandatory pre-bid meeting on August 6, 2026 at 2:00 p.m. A 10% Small Business Enterprise (SBE) participation goal applies, with SBE price preference provisions granting up to 10% price preference to certified SBE bidders. Contractors must comply with Palm Beach County's Vendor Self Service registration requirement prior to award and perform at least 40% of the total contract amount with their own workforce.
The scope encompasses replacement of two existing elliptical storm culverts with a new precast concrete box culvert (6 feet high by 10 feet wide, 137 linear feet) along a 157-linear-foot project corridor on Kirk Road. Roadway improvements include milling and resurfacing of asphalt pavement (approximately 49 tons), full-depth pavement replacement in select areas, concrete sidewalk reconstruction (6 inches thick, 30 square yards), guardrail installation (138 linear feet), and sod installation (2,255 square yards). Excavation and embankment work totals approximately 2,152 cubic yards; riprap and bedding stone placement approximately 1,138 tons combined. Utility work includes removal and replacement of water main infrastructure totaling approximately 310 linear feet of ductile iron pipe (6-inch through 12-inch diameter), installation of gate valves, fire hydrant assembly, and associated fittings. The design maintains a 35 miles-per-hour design speed and posted speed limit. The project must comply with Lake Worth Drainage District permit conditions (Permit #RW-24-0026) and maintain a design flow of 230 cubic feet per second via bypass pumping during construction.
A bid bond is required for bids exceeding $50,000, unless the bidder participates in the Bond Waiver Program for contracts valued between $50,000 and $200,000. Contract documents are available online through the County's VSS portal at no cost or in hard copy for $50. Requests for Information are due at least five working days prior to bid opening (by August 20, 2026). All proposals must include properly executed OSBD Schedules 1 and 2, proposal forms, bid bonds, certificates of insurance, subcontractor certifications, and proof of active Florida business license. Contractors must comply with E-Verify employment verification and the Local Government Prompt Payment Act. Apprentice and Glades resident hiring incentives offer up to $100,000 reimbursement. Bidders must submit Qualifications and Experience documentation describing two similar projects completed within the past five years, resumes of key staff at superintendent level or above, and a schedule of owned equipment or equipment rental letters.
