About this opportunity
Palm Beach County is requesting sealed bids for the Kirk Road Over LWDD L-11 Canal Culvert Replacement (Project No. 2023502) under Annual Structural Contract R2016-0308, with bids due August 25, 2026 at 2:00 p.m. and a non-mandatory pre-bid meeting on August 6, 2026 at 2:00 p.m. at the Engineering and Public Works Department in West Palm Beach. A mandatory 10% Small Business Enterprise (SBE) subcontracting participation goal applies, and an SBE price preference provision permits certified SBE bids within 10% of the lowest non-SBE bid to receive award consideration.
The scope encompasses culvert replacement, roadway reconstruction, and utility infrastructure work across approximately 525 linear feet of Kirk Road. Deliverables include a precast concrete box culvert (6 feet by 10 feet), removal and replacement of 36-inch storm sewer pipes, excavation of approximately 1,592 cubic yards of canal material, asphalt milling and repaving over 400 square yards, concrete sidewalk and endwall installation, guardrail installation of 138 linear feet, riprap placement of 718 tons, sod placement of 2,255 square yards, and replacement of water mains totaling 305 linear feet of ductile iron pipe in various sizes with gate valves and hydrant assemblies. The contractor must comply with FDOT Standard Specifications for Road and Bridge Construction FY 2024-25 and Lake Worth Drainage District permit conditions, including bypass pumping to maintain design flow of 230 cubic feet per second during construction.
Bidders must submit OSBD Schedules 1 and 2 (subcontracting participation), a proposal form, bid bond (or bond waiver affidavit), certificate of resolution, proof of active Florida business license, FDOT pre-qualification letter or qualifications package demonstrating two similar projects completed within the last five years, and local preference documentation. The contractor and all subcontractors must register in Palm Beach County's Vendor Self-Service portal prior to award and ensure prompt payment to subcontractors within 10 days of county payment. The contract will be awarded to the lowest responsive, responsible bidder. Questions may be submitted via RFI to ENG-RoadwayBids@PBC.GOV with subject line "RFI:". Site inspection is available at bidder's convenience.
