About this opportunity
The Florida Department of Children and Families (DCF), Office of Child and Family Well-Being, is seeking a contractor to administer the Keys to Independence Program for Leon County and statewide. The program aims to reimburse costs associated with driver education, licensure, and motor vehicle insurance for eligible youth and young adults, specifically targeting youth in out-of-home care aged 15-17, young adults aged 18-23 in extended care, Post Secondary Education Services and Support (PESS) participants, and Certified Unaccompanied Homeless Youth (CUHY). Deliverables include processing applications within 30 days, providing driver education courses, managing client milestones, and submitting monthly and annual reports. Evaluation criteria will assess the executive overview, core team qualifications, service capability, and program approach, with scoring weighted across these categories. Key procurement dates include a solicitation advertisement on November 18, 2024, written questions due by December 10, 2024, responses anticipated by January 8, 2025, and proposal submissions due by January 24, 2025 at 11:00 AM EST. The anticipated contract start date is April 1, 2025, with a three-year duration and potential renewal options.
The solicitation encourages participation from woman-owned, veteran-owned, and minority-owned small businesses. The contract will use a combination of fixed price and cost reimbursement funding models, with specific budget allocations for different fiscal periods from April 2025 through March 2028. Approved budget amounts for previous fiscal years include $800,000 for 2021-2022, $1,453,064 for 2022-2023, and $961,785.52 for 2023-2024. The provider must meet specific monthly performance targets, including serving 25 participants in Traffic Law & Substance Abuse courses, 15 participants obtaining learner's permits, and 10 participants obtaining driver's licenses. Financial consequences for non-compliance range from $200 to $500 per instance. The program allows for participant incentives up to $50 per participant, with a maximum of $200 per participant during their program eligibility. The contract includes provisions for statewide service delivery, with administrative offices required to be open Monday through Friday, 9:00 AM to 5:00 PM EST.
