About this file
This document is an Addendum (No. 02) for the Department of Children and Families (DCF) Request for Proposal (RFP) 2324 105 for the Keys to Independence Program, issued by the Office of Child and Family Well-Being (OCFW). The RFP seeks a provider to reimburse costs related to driver education, licensure, and motor vehicle insurance for eligible youth and young adults. The solicitation number is DCF RFP 2324 105, with responses due on 01/22/2025, and the addendum is dated 01/06/2025. The addendum includes responses to written inquiries from Ready for Life, Inc., addressing various aspects of the solicitation such as subcontractor information, project similarity criteria, and budgetary details.
The document reveals the program's funding history, with budgets ranging from $800,000 in FY 2021-2022 to $1,453,064 in FY 2022-2023, and the current fiscal year budget of $961,785.52 expiring on 12/31/2024. The funding for PESS (presumably a specific program component) and Homeless funding can fluctuate annually based on service scope, with reimbursement typically following a cost-reimbursement model. The current provider has not experienced financial penalties, and the funding allocations are specific to program participants, with strict adherence to these allocations. The addendum clarifies that deliverables are not renegotiated mid-contract, and any adjustments would be considered during the contract renewal process.

Does PESS, Homeless funding and 15-21 PESS funding vary from year to year? And if so, are the deliverables renegotiated annually? What happens if the money runs out during the fiscal year?
• Does PESS, Homeless funding and 15-21 PESS funding vary from year to year? The funding for both PESS Homeless and 15-21 PESS programs can fluctuate from year to year, depending on the scope and specifics of the proposed services. The reimbursement is typically based on a cost-reimbursement model, where the amount provided is determined by what is submitted and approved as part of the service delivery.
• And if so, are the deliverables renegotiated annually? Deliverables are not renegotiated mid-contract. Any adjustments or renegotiations may be considered during the contract renewal process, rather than throughout the fiscal year.
