Bidders must submit separate hourly labor rates for licensed master electricians, journeyman electricians, and apprentice electricians, with distinct rates for regular scheduled work (6:30 AM to 3:00 PM Monday–Friday) and emergency/overtime work (24/7/365). Emergency response is required within three hours of notification.
Bidders must be licensed master electricians in Maryland with a minimum of five years in business and must provide three commercial references. All electricians must be licensed; no unlicensed helpers are permitted. Contractors must maintain fully stocked work vans and have Workers' Compensation insurance of at least $100,000 per occurrence and commercial vehicle insurance meeting Maryland minimums. Billable hours commence upon arrival at SHA property; no travel, fuel surcharges, or additional fees are permitted. Materials are billed at fair and reasonable MSRP or SHA may procure directly; contractors may markup materials by a maximum of 10 percent. Payment is due upon work completion; invoices under $5,000 may be paid by credit card if no processing fees are charged to SHA. The contract term is 24 months or until quantities are exhausted.
