About this file

This is a Request for Proposal (RFP) document for the Maryland Department of Transportation (MDOT) State Highway Administration (SHA) Chestertown Shop, located on Maryland's Eastern Shore, seeking qualified electrician services on an on-call basis. The SHA requires hourly rates for master, journeyman, and apprentice-level licensed electricians to support scheduled maintenance and emergency electrical work. The contract term runs from March 2026 through February 2027, with two distinct labor rate structures: one for regular scheduled work performed in advance and a separate rate for emergency work that may be required for immediate safety-related issues. The facility primarily operates 120 and 240-volt single-phase electrical systems with limited 240 and 480-volt three-phase capacity that does not require service. The facility also maintains ChargePoint-branded 480-volt DC fast chargers and 208-volt AC single-phase EV chargers, which are in good working order and are excluded from service requirements.

Bidders must employ a master electrician on staff or as an owner and may not subcontract the entire contract to another company, though limited subcontracting may be approved by SHA on a case-by-case basis. Materials will be billed at fair and reasonable Manufacturer's Suggested Retail Price (MSRP), or SHA may elect to procure materials directly. No travel surcharges, fuel surcharges, or additional fees are permitted, and billable hours commence upon arrival at SHA property. Contractors must maintain fully stocked work vans to minimize the need for supply trips. Payment is due only upon work completion, with invoices under $5,000 eligible for credit card payment provided no additional processing fees are charged to SHA. The state is supporting its apprentice program through this opportunity and specifically requires licensed electricians only, excluding unlicensed helpers.
