About this opportunity
The Kentucky Department of Fish and Wildlife Resources (KDFWR) is issuing a Request for Bid (RFB) for the design, manufacturing, and delivery of one custom aluminum tunnel hull boat and matching trailer as a complete package. The procured vessel must be a 16-foot aluminum all-weld tunnel hull boat with a 60-inch bottom width, 24-inch sides, and 20-inch transom, constructed from marine-grade 5052 aluminum, featuring specified internal components including a bilge pump, transducer plate, navigation lights, diamond plate decking, fish dividers, and removable railings. The trailer must be equipped with dual 4,000-pound Kodiak marine-grade axles with electric over hydraulic disc brakes, drive-on bunks, stainless steel components where possible, heavy-duty winch, and submersible LED lights, capable of supporting the boat with a 90-horsepower outboard motor plus 3,000 pounds of additional load. Bids will be evaluated on a best value basis using a 90-point price criterion and a 10-point delivery timeframe criterion, with the lowest-priced bidder receiving maximum points and subsequent bids receiving proportional points. Vendors must submit written questions by August 30, 2024 at 12:00 PM Eastern Time, with KDFWR responses due by September 4, 2024 at 7:00 PM Eastern Time; bids must be submitted electronically through the Commonwealth eProcurement System by September 11, 2024 at 12:00 PM Eastern Time, with delivery required no later than April 2025, and vendors must provide specific delivery timeframes in working days or their bids will be deemed non-responsive.
Kentucky resident bidders are eligible for reciprocal preference if the nonresident bidder's state of origin provides preference to its own resident bidders, and qualified bidders including Kentucky Correctional Industries and nonprofit agencies serving individuals with severe disabilities may receive preference points of 20 percent and 15 percent respectively of maximum available points. All bidders must comply with the Commonwealth of Kentucky's mandatory affidavit requirements under KRS 45A.110 and 45A.115, confirming they have not violated Kentucky campaign finance laws and attestations regarding resident bidder or qualified bidder status as applicable. Prior to contract award, the successful bidder must furnish proof of Commercial General Liability Insurance with limits of $1,000,000.00 per occurrence and $2,000,000.00 aggregate, listing KDFWR as an additional insured on a primary and non-contributory basis, and Automobile Liability Insurance for delivery vehicles with minimum limits of $1,000,000.00 per occurrence combined single limit. All prices must exclude federal excise tax and Kentucky sales or use tax, be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, and remain valid for a minimum of 60 calendar days after the bid due date. The contract is not subject to renewal options and may be cancelled by KDFWR with 30 days' written notice; no specific award value or budget range is disclosed in the solicitation documents.
