About this opportunity

The Kentucky Department of Fish and Wildlife Resources (KDFWR) is issuing a Request for Bid (RFB) for the procurement of a complete custom aluminum tunnel hull boat and trailer package to serve Butler County. The procurement seeks one 16-foot aluminum all-weld tunnel hull boat featuring a 60-inch bottom width, 24-inch sides, 2,000 GPH bilge pump system, diamond plate deck, multiple tie-off points, navigation lights, removable fish dividers, and front railing. The package includes a custom aluminum tandem axle trailer with 3,500-pound Kodiak marine-grade axles, electric over hydraulic disc brakes, Durwood bunks, galvanized wheels, full-size spare tire, heavy-duty winch with 2-inch nylon strap, and submersible LED lighting. The boat and trailer must be delivered no later than April 2025, with KDFWR responsible for pickup. All responses must be submitted electronically through the Kentucky eProcurement System (VSS) by the closing date of October 4, 2024, at 12:00 p.m. Eastern Time. Written vendor questions must be submitted by September 25, 2024, at 12:00 p.m., with KDFWR responses provided by September 27, 2024, at 7:00 p.m. The award will be determined using a best value approach, with price weighted at 90 points and delivery time weighted at 10 points, totaling 100 points. All proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date, and quotes must be submitted on an FOB Destination Freight Prepaid and Allowed basis, excluding federal excise tax and Kentucky sales or use tax.

Kentucky resident bidders and qualified bidders are eligible for reciprocal and preference points under KRS 45A.490-494 and 200 KAR 5:410, respectively. Qualified bidders include Kentucky Correctional Industries and nonprofit organizations serving individuals with severe disabilities, with the latter required to provide at least 75 percent of direct labor man hours by individuals with severe disabilities.
