The Kentucky Department of Fish and Wildlife Resources (KDFWR) is seeking bids for a complete creel boat package consisting of a 21-foot aluminum all-weld boat, outboard motor, and tandem axle trailer to be delivered to the Western Fishery District facility in Murray, Kentucky. The boat must feature a modified V-hull design with specified dimensions (78-inch bottom width, 102-inch beam width, 25-inch transom height) and 0.125-inch minimum marine grade aluminum hull thickness with a 50-75 gallon fuel tank capacity. Required equipment includes a Yamaha or Honda 150-horsepower outboard motor, three bank battery chargers, 10-inch Atlas hydraulic jack plate, stainless steel propeller, SeaStar hydraulic steering, trolling motor mount with 6-gauge wiring, center console, multifunction dash gauges, SeaDek lined interior with helm pad, bench helm seat, and a Minn Kota Riptide 24V trolling motor with minimum 70-pound thrust and wireless remote. This is a single-award contract evaluated on a best value basis with pricing weighted at 90 points and delivery time weighted at 10 points, with the lowest-priced bid receiving maximum points and subsequent bids scored proportionally. All bids must be submitted electronically through the Kentucky Commonwealth eProcurement System by December 4, 2024, at 12:00 PM Eastern Time, with delivery required no later than June 30, 2025; vendors must register in the system at least 24-48 hours prior to submission. Proposed pricing must be submitted F.O.B. Kentucky resident bidders are eligible for reciprocal preference consideration, and qualified bidders including Kentucky Correctional Industries (eligible for 20 percent preference equal to maximum points) and Kentucky Industries for the Blind or other qualified nonprofit agencies for individuals with severe disabilities (eligible for 15 percent preference) may receive preference points. All bidders must complete required affidavits attesting to compliance with Kentucky campaign finance laws, and resident bidder status claimants must verify active business authorization in Kentucky, corporate income tax filing, unemployment insurance contributions, and workers' compensation coverage. Successful bidders must provide proof of Commercial General Liability Insurance with limits of $1,000,000 per occurrence and $2,000,000 aggregate, plus Automobile Liability Insurance with $1,000,000 combined single limit, with KDFWR named as additional insured. A one percent daily penalty will be assessed for each day delivery is delayed beyond June 30, 2025. While no specific contract value or budget range is disclosed in the solicitation documents, this is a single unit procurement with all line items mandatory for bid submission, and the contract is subject to cancellation with 30 days' written notice.
