About this opportunity

The City of Dallas Park and Recreation (PKR) Department is seeking a qualified concessionaire to operate a kayak, canoe, and/or paddle board rental service along the east shore of White Rock Lake through an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract. The procurement aims to establish a portable watercraft rental operation that will provide high-quality recreational services to the public, with the successful proposer responsible for supplying all necessary equipment, materials, supplies, park improvements, permits, and licenses. Proposers must demonstrate at least three years of experience in similar rental operations and will be evaluated based on four key criteria: experience (30 points), approach (30 points), cost and timeframe (35 points), and local preference (5 points). The RFP requires electronic proposal submission through the city's procurement portal, with a pre-proposal meeting planned to allow potential bidders to ask questions. The contract term is set for five years, with a proposal due date of November 14, 2025, and an expectation that the vendor will operate during weekends and holidays while maintaining a clean and safe facility.

The solicitation does not explicitly specify set-aside designations for disadvantaged enterprises, though the Team Make-Up and Local Workforce Form suggests potential opportunities for diverse business participation. The financial structure requires the selected concessionaire to pay a minimum of 20% of gross revenues to the city, plus an additional 2% to the White Rock Lake Endowment fund. While no incumbent vendor is mentioned, the RFP indicates the city will retain the right to engage multiple concessionaires at the location. The contract will require compliance with comprehensive city regulations, including environmental management standards, equal employment opportunity guidelines, and specific boating restrictions outlined in the City Code for White Rock Lake. Insurance requirements and detailed operational standards are also specified in the sample contract and standard forms, suggesting a robust compliance framework for the selected vendor.
