About this opportunity
The Florida Department of Management Services is seeking to enter into a single-source contract with K10 Vision, Inc. for internal audit management and investigative case management software to support the Office of Inspector General. This procurement involves K10 Vision Audit and Risk Management Software licenses, user training, maintenance support, and hosting services designed to integrate risk assessment, audit planning, scheduling, timekeeping, audit program development, workpapers, findings, recommendations, reporting, and follow-up functions within a unified system. The contract term is five years, and prospective vendors who believe they can provide comparable services must submit relevant information by March 17, 2026, at 5:00 PM Eastern Time. The Department has justified this single-source procurement based on K10 Vision Software's unique integration capabilities and its accommodation of the agency's records retention requirements. K10 Vision, Inc., a wholly-owned subsidiary of K10 Vision Holdings Limited, is identified as the sole authorized provider with no resellers available. The procurement has been approved by multiple Department officials, including the Deputy Chief Information Officer, Inspector General, Purchasing Administrator, Departmental Purchasing Director, Budget Director, and the Interim Secretary.
The total estimated contract value is $131,666 over the five-year period, with Year 1 costs of $64,330 (including implementation costs) and subsequent annual costs ranging from $15,622 to $18,086 for maintenance, support fees, and hosting services. No specific set-aside designations for disadvantaged enterprises or restrictions on organization types are detailed in the procurement documentation. No bidders' conference or site visit is mentioned. K10 Vision, Inc. is identified as the incumbent vendor, and the software system requires integration with the Office of Inspector General's existing operational requirements and records retention protocols. If the Department determines in writing, after reviewing any information from prospective vendors, that the services are available only from a single source, it will post notice of its intended decision to enter into an agreement with K10 Vision, Inc. on the Vendor Information Portal pursuant to Section 120.57(3), Florida Statutes.
