About this opportunity
The County of Ocean, New Jersey is requesting bids on HVAC and roof upgrades at the Juvenile Detention Center facility located at 165 Sunset Avenue in Toms River, with bids due July 14, 2026. This is a prevailing wage project subject to a Project Labor Agreement (PLA) binding all contractors and subcontractors to union wage scales, hiring hall procedures, and labor compliance obligations established by the Monmouth & Ocean Building and Construction Trades Council.
The scope encompasses removal of existing asphalt built-up roofing and installation of new Johns Manville PVC 80 FB single-ply roofing across approximately 38,040 square feet (divided into areas A–F), complete HVAC system replacement including ductwork, piping, air handling units, split-system air conditioners, and electrical integration. The roofing system requires a 30-year warranty with no dollar limit and 120 MPH wind speed rating compliant with ASTM D4434 and the 2021 New Jersey Edition of the International Building Code. The building will remain occupied during construction, requiring 72-hour advance notice for operational disruptions. Contractor must submit construction and submittal schedules within 30 days of Notice to Proceed and provide photographs of existing conditions prior to construction. A two-year warranty on materials and workmanship applies from Final Completion, with manufacturer and supplier warranties assigned to the County upon contract termination.
The PLA mandates union hiring halls, prevailing wages per applicable Schedule A collective bargaining agreements (covering Laborers Local 77, Local 9 Plumbers/Pipefitters, SMART Locals 27 and 137, Painters/Glazers DC 711, Roofers Local 30, Electricians Local 400, Operating Engineers Local 825, Boilermakers Local 28, Bricklayers Locals 4–5, Cement Masons Local 592, Insulators Local 89, and other affiliated trades), and apprentice employment up to 25 percent of the workforce by craft. Standard workweek is 40 hours, with flexibility for four-day ten-hour schedules on five days' notice to the local union. All contractors must submit a Consent of Surety and Certificate of Surety Company with their bids; failure to provide a valid Certificate of Surety is non-waivable and results in automatic rejection. Bid prices must be firm for 90 days from opening. The contract uses AIA Document A132-2019 (Stipulated Sum Agreement) and AIA Document A232-2019 (General Conditions) structure.
