About this opportunity

The Sacramento County Probation Department is conducting a Determination of Interest (DOI 24-003) to identify a community-based organization capable of providing non-denominational religious programming and chaplaincy services for youth ages 12-25 at the Youth Detention Facility (YDF) located at 9601 Kiefer Blvd, Sacramento, CA. The procurement seeks a service provider to deliver comprehensive chaplaincy services, including oversight of religious activities, providing counseling, managing chaplaincy volunteers, and engaging youth in prosocial events. Key deliverables include conducting religious services at least once per week, offering voluntary religious counseling, and supporting the rehabilitation and spiritual development of detained youth. The DOI was released on December 19, 2023, with responses due by February 16, 2024, at 3:00 pm. Interested organizations must create a free account on the OpenGov-Procurement platform to submit their response. While this is currently an information-gathering effort, the Probation Department may subsequently issue a formal Request for Proposal (RFP) based on the market interest and potential for a successful program.

The procurement is specifically targeted at IRS-approved 501(c)(3) nonprofit organizations located in the Greater Sacramento area with demonstrated experience in youth chaplaincy services. There are no explicit set-aside designations or enterprise restrictions mentioned in the documentation. The DOI does not provide specific budget ranges or potential contract values, and no incumbent vendors are identified. The existing infrastructure involves the Youth Detention Facility, which requires integration of chaplaincy services within its current operational framework. The Board of State Community Corrections mandates the provision of voluntary religious services, which serves as the primary motivator for this procurement effort. Potential respondents should have a strong background in working with youth, understanding of non-denominational religious programming, and the ability to provide meaningful spiritual and counseling support to detained youth between the ages of 12 and 25.
