About this file
This is a Determination of Interest (DOI) document from the Sacramento County Probation Department seeking information from community-based organizations interested in providing juvenile chaplaincy programming and services at the Youth Detention Facility (YDF). The DOI, identified as DOI 24-003, was released on December 19, 2023, with responses due by February 16, 2024, at 3:00 pm. The project involves securing a service provider to deliver non-denominational religious programming for youth ages 12-25, including oversight of religious activities, providing religious services and counseling, managing chaplaincy volunteers, and engaging youth in prosocial events within the facility.
The ideal service provider must be an IRS-approved 501(c)(3) nonprofit organization located in the Greater Sacramento area, with experience in youth chaplaincy services. The DOI emphasizes that this is an information-gathering effort, not a formal contract solicitation, and interested parties must create a free account on the OpenGov-Procurement platform to submit their response. The Board of State Community Corrections requires the YDF to provide voluntary religious services and counseling to detained youth at least once per week, which is a key driver for this procurement effort. The Probation Department may follow up with a Request for Proposal (RFP) depending on the market interest and potential for a successful program.
