About this opportunity

The Florida Department of Health (DOH), specifically the Community Health and Performance Management's Office of Overdose Prevention, is pursuing a single-source procurement for a Justice-Involved Peer Recovery Pilot Program in Pinellas County. The contract seeks to purchase peer support and stabilization services for justice-involved individuals struggling with substance or opioid use disorder (SUD/OUD). The primary objective is to prevent recidivism, reduce future incarceration, and connect at-risk individuals to appropriate resources as part of the state's public health response to the opioid epidemic. Recovery Epicenter Foundation, Inc. has been identified as the sole vendor for these services, based on their unique capabilities including a Peer Led Respite Home that provides no-cost short-term housing, food, and treatment resources. The procurement is structured as a three-year contract with a solicitation posted on 6/16/2025 and a response deadline of 7/8/2025. Vendor qualifications include the ability to staff a facility 24/7 with Certified Recovery Peer Specialists and demonstrate expertise in supporting justice-involved individuals with substance use disorders.

The contract appears to be unrestricted in terms of set-aside designations, with Recovery Epicenter Foundation, Inc. being the intended single-source vendor. No specific information is provided about disadvantaged enterprise requirements or competing vendors. The estimated contract value is $67,075.20 for the three-year period, covering comprehensive peer support and stabilization services. The program will operate within Pinellas County and is specifically focused on being the only facility in the county staffed continuously by Certified Recovery Peer Specialists. The procurement follows Chapter 60A-1.045 of the Florida Administrative Code and is designed to address a specific public health need related to the opioid epidemic. No additional infrastructure or technology integration requirements are explicitly mentioned in the available documentation. The contract represents a targeted intervention to support justice-involved individuals by providing critical support services aimed at reducing recidivism and connecting individuals to treatment resources.
