This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Health (DOH), specifically the Community Health and Performance Management's Office of Overdose Prevention. The document outlines a three-year contract for Community Relations Consultation and Engagement services, focused on a Justice-Involved Peer Recovery Pilot Program targeting individuals with substance or opioid use disorder (SUD/OUD). The solicitation was posted on 6/16/2025 with a response deadline of 7/8/2025, seeking peer support and stabilization services to reduce recidivism among justice-involved individuals.
The intended single source vendor is Recovery Epicenter Foundation, Inc., with an estimated contract value of $67,075.20. The foundation was selected based on unique capabilities, including a Peer Led Respite Home that provides no-cost short-term housing, food, and treatment resources, and being the only facility in Pinellas County staffed 24/7 by Certified Recovery Peer Specialists. The program aims to support at-risk populations by preventing recidivism, avoiding future incarceration, and connecting individuals to appropriate resources throughout the county, as part of the state's public health response to the opioid epidemic.
