About this opportunity

Palm Beach County Engineering and Public Works Department is requesting sealed bids for the Jupiter Plantation Ditch Pipe Replacement project (Project No. 2022604), with bids due August 18, 2026 at 2:00 p.m. and a non-mandatory pre-bid meeting on July 30, 2026 at 3:00 p.m. A mandatory 10% Small Business Enterprise (SBE) subcontracting participation goal applies, with waiver requests permitted if adequate good faith efforts are demonstrated.

The scope involves replacement of deteriorated 48-inch reinforced concrete pipe in the Jupiter Plantation Ditch, extending 265 linear feet from station 12+15.00 to 15+00.00 in Section 36, Township 40 South, Range 42 East. Work includes installation of 18-inch diameter auger cast-in-place piles (265 linear feet), a reinforced concrete endwall (15 feet 7 inches by 20 feet), riprap bank stabilization per FDOT specifications, and a Tideflex TF-1 check valve with manatee grate. The project incorporates FDOT Standard Specifications for Road and Bridge Construction (FY 2024-25), AASHTO LRFD 9th Edition Bridge Design Specifications, and Florida Administrative Code Chapter 556 requirements. Concrete specifications require Class I seal (f'c = 3,000 PSI), Class IV endwall concrete (f'c = 5,500 PSI), and Type 1 grout (f'c = 4,000 PSI). The contractor must provide shop drawings for pile installations, check valve assemblies, and manatee grates, all requiring Florida PE certification, and is responsible for cofferdam design, dewatering, temporary support of adjacent private walls, and vibration monitoring.

Bidders must submit two similar projects completed within the last five years (at least one under the bidder's firm name), resumes of superintendent-level or above staff, owned equipment schedules or rental letters, proof of active Florida business license, and FDOT pre-qualification documentation or equivalent qualifications. Bid bond requirements apply unless the contract qualifies for the Bond Waiver Program (contracts under $200,000). OSBD Schedules 1 and 2 must be properly executed. Requests for Information are due at least five working days prior to bid opening. Contract documents are available on the Palm Beach County VSS website or as hard copies for a non-refundable $50 fee. The pre-bid meeting includes a Webex option, and audio recordings are available upon request.
