About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Military Affairs, is issuing Request for Bid (RFB) 758 2300000484 to establish a Master Agreement for the procurement of Juki Velcro Machines with Custom Velcro Feeders for Elliott County. The solicitation encompasses five line items: two JUKI velcro machine models (AMS210ENHL 1306S and AMS210ENHL 1306SZ500D), each featuring a programmable pattern tacker with a 60mm x 130mm sewing field, on-board programming, flash card data storage, LCD interface panel, and maximum speed of 2700 RPM with medium to heavy weight sewing capacity; and three custom velcro feeder models (HSM5000, HS5000L, and HS5000) designed to automatically cut velcro strips, accept nametape strips, clamp, and sew all four sides. Vendors must bid all items as a group with no substitutions permitted, and all equipment must be new, latest or current year model, in first-class condition, with customer training time included in pricing. Bids will be evaluated on a best value basis using Price (90 points) and Delivery (10 points), with the lowest bidder receiving maximum points and subsequent bidders scored proportionally. Vendors must submit written questions by February 8, 2023, at 10:00 a.m. ET, with bid closing on February 15, 2023, at 1:30 p.m. ET. All bids must be submitted electronically through the Kentucky Vendor Self Service (VSS) system, with vendors required to register at least 24 to 48 hours prior to submission; paper bids are not acceptable. The initial contract period is one year effective March 19, 2023, with four optional one-year renewal periods available at the Commonwealth's discretion with mutual written approval, with the agency historically purchasing approximately one machine per year.

The solicitation extends reciprocal preference to Kentucky resident bidders equal to preferences given by the bidder's home state, while Kentucky Correctional Industries and other qualified nonprofit entities receive a 20 percent and 15 percent preference, respectively. No incumbent vendors or current contractors are identified in the solicitation. Quotations must be F.O.B. Destination Freight Prepaid and Allowed, with the vendor bearing all shipping costs and responsibility for delivery to KYLOC at 5751 Briar Hill Road, Building 6, Lexington, Kentucky 40516, with reimbursement for actual shipping charges upon invoice submission including the bill of lading and shipping documentation. Vendors must exclude federal excise tax and Kentucky sales or use tax from pricing, with price increases prohibited during the first 12 months; thereafter, increases must be justified by industry-wide price changes and submitted 30 days in advance. Prior to contract award, vendors are required to submit a Kentucky Tax Registration Application (Revenue Form 10A100), proof of Secretary of State registration for foreign entities if applicable, required affidavits, and EEO forms where applicable. No specific award value or budget range is provided in the solicitation materials, though the Commonwealth reserves the right to cancel the contract with 30 days' written notice.
