About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Military Affairs at the Kentucky Location facility in Lexington, is issuing Request for Bid (RFB) 758 1900000516 to establish a Master Agreement for the procurement of Juki velcro machines with custom velcro feeders on an as-needed basis. The solicitation encompasses five line items: two Juki programmable pattern tacker models (AMS210ENHL1306S and AMS210ENHL1306SZ500D), each featuring a 60mm x 130mm sewing field, maximum speed of 2700 RPM, and medium to heavy-weight sewing capacity; and three custom velcro feeder models (HSM5000, HS5000L, and HS5000) designed to automatically cut one-inch velcro strips, accept nametape strips, clamp materials, and sew all four sides. Vendors must bid all line items without substitution, include training time in their pricing, and arrange for prepaid shipping to the facility at 5751 Briar Hill Road, Building 6, Lexington, Kentucky 40516, with actual shipping charges to be reimbursed upon receipt of bills of lading and shipping invoices. The contract will be awarded as a group to a single vendor on a best value basis with an initial term of one year from the award date and four optional one-year renewal periods subject to written approval and potential renegotiation. Evaluation criteria allocate 90 points for price, with the lowest bidder receiving maximum points and others scored proportionally, and 10 points for delivery time stated in specific working days. Written questions are due by March 7, 2019, at 3:30 p.m. EST, sealed bid responses are due by March 15, 2019, at 1:30 p.m. EST to the Office of Procurement Services at the Capitol Annex in Frankfort, Kentucky, and all pricing must remain valid for a minimum of 60 days after the bid due date and be quoted F.O.B. Destination Freight Prepaid and Allowed, exclusive of federal excise and Kentucky sales or use taxes.
Kentucky resident bidders are eligible for reciprocal preference, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofit agencies for individuals with severe disabilities receive additional preference points. All vendors must complete required documentation including a signed solicitation face, bid information sheet, Kentucky Tax Registration Application (Revenue Form 10A100), Certificate of Authority for foreign entities, required affidavits, and Equal Employment Opportunity forms if applicable; failure to sign the face of the solicitation will render the bid invalid. Price increases are prohibited during the first 12 months and may be requested thereafter only with industry-wide justification. The Commonwealth reserves the right to cancel the RFB if responses exceed available funding and maintains the authority to deem any vendor ineligible for further participation if they fail to comply with solicitation provisions. Historically, the agency purchases approximately one machine per year with varying models based on operational needs. For additional information, prospective bidders should contact Barry Stigers at 502-564-6523. No specific budget range or incumbent vendor information is disclosed in the solicitation documents.
