About this opportunity

Palm Beach County's Board of County Commissioners, through its Facilities Development and Operations Department, Capital Improvements Division, is soliciting sealed bids for the JPP Golf Learning Center Driving Range lighting upgrade (Project P-2024-006269), with the listing showing a due date of October 29, 2026. The solicitation includes a Small Business Development set-aside. Single-trade construction carries an SBE price preference under which a certified Small Business Enterprise whose bid is within 10 percent of the lowest non-SBE bid will be awarded the contract. Bidders must also be qualified under the County's Annual Contract for Electrical Services, with qualification applications submitted at least 10 days before the bid due date.

Addendum 1 moved the bid due date from October 1, 2026 to October 22, 2026 at 2:00 p.m. The mandatory pre-bid meeting was held September 2, 2026 at 4754 S. Congress Ave., Lake Worth Beach. Questions must be submitted in writing to FDO-CID-Bids@pbc.gov at least seven calendar days before the bid due date.

The scope covers furnishing all labor, materials, equipment, permits, and supervision for lighting and electrical upgrades at the driving range, per engineering drawings and specifications prepared by Florida International Consulting Engineers Design, Inc., the architect/engineer of record. Substantial completion is due within 180 calendar days of the Notice to Proceed, with liquidated damages of $120 per day. Bid security and a public construction bond are required for bids of $200,000 or more, at 5 percent and 100 percent of the bid price respectively. Bids remain valid for 120 calendar days from opening. Submittals include SBD Schedules 1 and 2, a Commercial Non-Discrimination Certification, a Human Trafficking Affidavit, and a Certification for the Prohibition Against Diversity, Equity, and Inclusion Material.

Addendum 3, issued October 27, 2026, responds to a request from Science Electric Inc. to substitute CS LED sports lighting with a LynTec RPC-348 control panel for the specified Musco Control-Link and SportsCluster Lighting system. The design professional's memorandum from FICE Design, a small business enterprise in Boynton Beach, does not recommend accepting the substitution. It cites seven deficiencies, including multi-manufacturer coordination in place of an integrated package, differing wattage requiring circuit recalculation, no uplighting for the ball in flight, and circuit-level monitoring with no warranty guarantees. Bidders must sign and attach the addendum acknowledgment to the bid proposal form, and failure to do so may result in disqualification.
