About this file
This document is a memorandum from FICE Design, a Small Business Enterprise based in Boynton Beach, Florida, to Palm Beach County regarding the JPP Golf Learning Center Driving Range Lighting Replacement & Upgrade project. The memorandum evaluates a proposed lighting substitution package consisting of CS LED Platinum Line-03 sports lighting and Lyn Tec RPC-348 lighting control system against the specified Musco Control-Link Control and Monitoring System with SportsCluster Lighting. FICE Design concludes that the proposed substitute package does not meet the requirements as an equivalent alternative to the original specification.
The evaluation identifies seven critical deficiencies in the proposed alternative: the Musco package is factory-wired and tested for easier installation on existing poles, while the proposed package requires coordination between multiple manufacturers; the substitute fixtures have different wattage requirements necessitating circuit recalculation; the proposed photometric calculations lack the comprehensive grid analysis and vertical measurements that comply with Illuminating Engineering Society standards recommending an average of 10 footcandles; the substitute lacks uplighting fixtures to illuminate the ball in flight; the Musco system provides a 10-year comprehensive warranty including parts and labor with fixture-level monitoring capability, whereas the proposed system offers only circuit-level monitoring with no warranty guarantees; and the proposed alternative does not provide the single point of contact and coordinated support that the integrated Musco package offers. Based on these findings, FICE Design does not recommend acceptance of the proposed substitution.

MEMORANDUM
To: Eric Chimienti, Palm Beach County From: FICE Design Date: October 20, 2026 Project: JPP Golf Learning Center Driving Range – Lighting Replacement & Upgrade Subject: Evaluation of Lighting alternative/Substitution Package
Purpose
This memorandum addresses the evaluation of the proposed lighting substitution package from CS LED Platinum Line-03 sports lighting and Lyn Tec RPC-348 lighting control system as proposed equal to the Musco Control-Link Control and Monitoring System with the SportsCluster Lighting system. and the differences between a package supplied by a single manufacturer and one assembled from products supplied by multiple manufacturers.
Findings
1. Musco is a single manufacturer package, factory wire, aimed and tested and easy installation to existing structures (we are re-using the existing poles) – while the proposed is not.
2. Musco control link control and monitoring is factory wire, programmed and tested and will be one point of contact for any questions/issues with the project installation - while the proposed would require coordination between different manufacturer products. The exact circuit/control information is not provided in this submittal yet.
3. Fixture wattage & circuit: the submitted fixture and wattage per circuit would differ from the design and would require re-calculation of each circuit.
4. Photometric: proposed only have one single photometric calc while Musco have calculations of different calculation grid summaries.
5. The different grids are within the scans to show the vertical light throughout the range and what different reading levels there are depending on what club is used. The Illuminating Engineer Society recommends an average of 10 footcandles measured vertically from the tee box to 600’ down the range. Musco shows both vertical and horizontal measurements in the photometric calculations with consideration to the glare, but the alternate is unclear about what exactly is being measured.
6. Musco’s package includes an uplighting system to ensure that the players will be able to see the ball while it’s traveling through the air downrange. The proposed alternate does not have any fixtures to illuminate the ball in the air.

7. Musco provide a 10-year warranty for the products mounted on existing concrete poles. This covers all parts, labor, and necessary equipment for the duration of the warranty. Musco’s monitoring system will detect any outage of a fixture or driver, allowing Musco to be proactive in making repairs. The proposed alternate is only able to monitor the circuits and isn’t capable of anything at the fixture level. With the other proposed fixtures, there is no guarantee of how long they will work before becoming dim or going out in general.
Based on the above findings, FICE do not find the proposed package to be an equal.
Sincerely, Kiu Sam, PE Senior Electrical Engineer
