About this opportunity
Sourcewell, a Minnesota local governmental agency, is soliciting qualified vendors through RFP 110526 to provide Parking Infrastructure Operations and Management Services under a Master Agreement available to state and local government entities, with proposals due November 5, 2026 at 3:30 p.m. CST. The solicitation is issued in cooperation with the State of Illinois Chief Procurement Officer for General Services and establishes a cooperative purchasing vehicle open to state governments, departments, agencies, institutions of higher education, political subdivisions including school districts, counties, and cities, as well as the District of Columbia and U.S. territories, subject to individual state procurement director approval.
The Master Agreement will have an initial four-year term with potential for up to three additional one-year extensions based on the best interests of Sourcewell and participating entities. Sourcewell reserves the right to consider additional extensions beyond seven years under exceptional circumstances, contingent upon annual certification that vendors remain compliant with mandatory minimum requirements and technical specifications.
Participating entities under Illinois must comply with Illinois-specific Participating Agreement Terms, which impose a maximum total term of ten years including initial and extended periods. Vendors must register in both the Illinois Procurement Gateway (ipg.illinois.gov) and BidBuy before contract execution. The State of Illinois does not waive sovereign immunity, does not enter into binding arbitration, and may terminate or suspend the agreement without penalty if appropriations are insufficient or if the Governor reduces agency funding. Vendors may be required to meet Illinois Business Enterprise Program goals and contracting goals with Illinois small businesses as established under state law. All participating agreements incorporate the State of Illinois Standard Terms and Conditions as administered by the Chief Procurement Officer.
The primary objective is to establish best value pricing and achieve more favorable terms through collective purchasing volume. Complete solicitation documentation is available at the Sourcewell Procurement Portal at https://osp.admin.mn.gov/GS-auto; inquiries should not be directed to the State of Illinois.
