About this opportunity
The State of Illinois Chief Procurement Office for General Services, in cooperation with Sourcewell, is requesting proposals for fuel delivery with related services under RFP #091726, with proposals due September 17, 2026 at 3:30 p.m. CST. This is a cooperative purchasing Master Agreement vehicle available to multiple state and local government entities, including state agencies, political subdivisions (school districts, counties, cities), institutions of higher education, the District of Columbia, and U.S. territories.
The initial Master Agreement term is four years, with three additional one-year extensions available at Sourcewell's discretion based on the best interest of participating entities. Sourcewell retains the right to consider extensions beyond seven years under exceptional circumstances, provided vendors submit annual certifications confirming compliance with mandatory minimum requirements and technical specifications. The maximum cumulative term cannot exceed ten years under Illinois Unified Procurement Program (UPP) rules.
Vendors must register in the Illinois Procurement Gateway (ipg.illinois.gov) and BidBuy before contract execution. Participating vendors may be required to meet Illinois Business Enterprise Program (IBEP) goals and contracting objectives with Illinois small businesses as mandated under 30 ILCS 575/ and 30 ILCS 500/45-90. All participating agreements are contingent upon fund availability and remain subject to the Illinois Freedom of Information Act. The State reserves the right to terminate or suspend agreements without penalty if the Illinois General Assembly fails to appropriate sufficient funds, if federal funding sources are insufficient, or if the Governor reduces agency appropriations. Payment obligations follow the State Prompt Payment Act. The State does not waive sovereign immunity or enter into binding arbitration; disputes must be filed exclusively with the Illinois Court of Claims.
