About this opportunity
The State of Illinois Department of Central Management Services (CMS), in agreement with the Chief Procurement Officer for General Services, is seeking qualified vendors to establish a Joint Purchase Master Contract for scrap metal recycling services covering Regions 1, 2, 3, 7, 8, and 9 across Illinois. This Invitation for Bid (IFB) solicitation number 26-416CMS-BOSS4-B-49704 seeks vendors to provide pickup, removal, and disposal or recycling of scrap and specialty metals from authorized locations for the State of Illinois and eligible governmental units and not-for-profit agencies. The vendor must provide all necessary labor, materials, and equipment to remove various scrap metals including steel, equipment, plastics containing metal, wood, and miscellaneous items such as concrete frames and grates, with services including placement of minimum 20-yard dumpsters at each location and additional or larger containers provided at no cost upon request. Vendors must comply with EPA refrigerant reclamation requirements, maintain all necessary licenses and certifications, and ensure proper handling of materials from Illinois Department of Transportation locations. One primary vendor will be awarded per region based on the highest discount percentage submitted. Awards will be made to the responsive and responsible bidder offering the greatest return to the State for each region, with bidders permitted to submit proposals for all or any number of specific regions. Required submissions include vendor disclosure documentation (either IPG Active Registered Vendor Disclosure or Vendor Disclosure Forms A), a completed Offer to the State of Illinois, a signed contract, and business enterprise utilization plans where applicable. The pre-bid conference was held on January 27, 2026, at 1:00 PM CST via Webex, with written questions due by close of business on that same date, and bid opening scheduled for February 26, 2026, at 2:00 PM Central Standard Time. The bid must remain firm for 180 days from opening, and pricing shall be submitted based on discount percentages off published weekly high-side rates from the Iron Age Scrap Price Bulletin (Chicago chart).
No small business set-aside has been designated for this procurement, and no Business Enterprise Program (BEP) or Veteran Small Business Participation (VSBP) goals apply to this solicitation with both set at 0 percent. However, vendors must be authorized to transact business in Illinois and demonstrate compliance with state and federal regulations including the Illinois Human Rights Act, drug-free workplace requirements, environmental compliance, conflicts of interest disclosures, and financial interest disclosures for contracts exceeding $100,000 in annual value. Vendors employed or retaining 15 or more full-time employees must provide proof of Illinois Department of Human Rights Public Contract registration and maintain current registrations with the Board of Elections, Secretary of State, and Department of Human Relations. The contract does not require bid bonds or performance bonds; however, the selected vendor must maintain general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, auto liability insurance of $1,000,000 per occurrence, and workers' compensation insurance as required by law. The initial contract term commences upon execution and extends through May 31, 2031, with a maximum total term not to exceed ten years including any renewals or extensions. Pricing under this indefinite quantity contract is based on published weekly scrap metal rates with the vendor remitting monthly payments to the State calculated on the average of published weekly rates per gross ton, less the vendor's percentage share for the awarded region; while a specific contract value is not disclosed in the solicitation, payments are directly tied to market-driven scrap metal pricing with no minimum or maximum stated. The resulting contract may be partially or fully funded with federal funds, with the percentage and dollar amount of federal funding to be disclosed upon award notification.
