About this file

This is a pre-bid conference presentation issued by Illinois Central Management Services (CMS) in cooperation with the Chief Procurement Officer for General Services to establish a Joint Purchase Master Contract for Light Bulb Recycling Services under solicitation number 26-416CMS-BOSS4-B-49848. The vendor shall provide all labor, materials, and equipment necessary for the removal and recycling of light bulb materials from designated locations within contracted regions across ten total regions. The vendor's lamp recycling equipment must be capable of separating lamps, with all glass, aluminum, and copper recycled for future use, and all waste materials stored in Department of Transportation-compliant containers. When picking up drums, vendors must provide empty, clean, and undamaged 55-gallon drums to replace those being picked up. The pre-bid conference was held on February 5, 2026, with written questions due by close of business on January 27, 2026, and bid opening scheduled for February 26, 2026, at 2:00 p.m. Central Standard Time. The contract term is five years with no renewal options.

Bidders may submit bids for all or any number of specific regions, and the State may award to multiple vendors in designated regions to ensure adequate service delivery. The contract features a 6 percent Business Enterprise Program (BEP) goal for Region 1 only, with no Veterans Small Business goal. This is an indefinite quantity agency-specific master contract with pricing located in the items tab within the BidBuy system. Required submission documents include IPG Active Registered Vendor Disclosure or Vendor Disclosure Forms A, a completed Offer to the State of Illinois, a signed contract, and a BEP U-Plan for Region 1 bidders. All documents must be signed by the President, Owner, Chief Executive Officer, or Executive Director, or accompanied by a Letter of Signature Authority, and submitted electronically via BidBuy. Bidders must maintain current registrations with the Board of Elections, Secretary of State, and Department of Human Relations. The award process identifies the lowest priced bidder meeting responsibility and responsiveness requirements, with awards not final until all protests are resolved.

What is a Joint Purchase Master Contract (JPMC)

Joint Purchase Master Contract (JPMC) is a pre-negotiated agreement for supplies or services established by a lead State agency (like CMS) that allows other authorized government units and qualified non-profits to place orders directly with the vendor under the same terms, conditions, and pricing, leveraging collective buying power for better value, with each entity billed separately.
