About this opportunity

This is a Invitation for Bid (IFB) issued by the Illinois Department of Central Management Services in cooperation with the Chief Procurement Officer for General Services. The purpose is to establish a Joint Purchase Master Contract (JPMC) to enable State Agencies, governmental units, and qualified not-for-profit agencies in Illinois to purchase police supplies on an as-needed basis during the contract period. The initial contract term is up to 3 years, with no option to renew, and the total term cannot exceed 10 years. Vendors must submit pricing in the specified format, which may be subject to economic adjustments based on the Producer Price Index. Bids are due by the stated Bid Opening Date. There is a 2% Business Enterprise for Minorities, Women, and Persons with Disabilities (BEP) participation goal for this solicitation. The contract is an indefinite quantity contract, and the State reserves the right to terminate for cause or convenience. Payments, including any late charges, will be made per the State Prompt Payment Act.

The solicitation has a 2% BEP participation goal, but no Veteran Small Business Program (VSBP) goal. Certified BEP and VSBP vendors are eligible to participate, and the Utilization Plan outlines the requirements for vendors to identify and commit to utilizing certified subcontractors to meet the goals. The contract was awarded to Ray O'Herron Company, Inc. for $551,402.50 over the 36-month initial term. Four bidders responded, with three unsuccessful. The awarded vendor has met the BEP goal, but there is no VSBP utilization.
